We currently have an opening for an Unemployment Compensation Team Leader in our BAM unit. This posting is statewide in Maine with hybrid remote work possible, including at other agency locations. Per current state policy, only applicants who reside or plan to reside in Maine will be considered for this position. Statewide and (some) nationwide travel may be required to meet with team members, colleagues, and other partners. This position will oversee both in-office and remote-working staff located throughout the state.
The primary role of this Unemployment Compensation Team Leader is to administer the Benefit Accuracy Measurement program to include planning, coordinating, and directing the activities of a team of investigators in this federally mandated program. Responsibilities include, but are not limited to, analyzing, managing and directing the workflow within the BAM program and coordinating with State, Regional and National USDOL counterparts in the analysis of BAM findings, investigating, resolving, and responding to constituent issues, developing and maintaining employer partnerships and public relations programs. This Team Leader ensures that BAM federal quality and timeliness standards are understood and met by investigators and works with Claim Center Team Leaders and senior management to ensure that paid and denied claims for unemployment benefits adhere to federal and state law, policy, and processes. This Team Leader consults with and offers suggestions for improvement within the Unemployment Insurance improvement and in the reduction of benefit overpayments. This Team Leader will also coordinate and oversee a separate, quarterly review and audit program, Benefit Timeliness & Quality (BTQ), a federally mandated review of non-monetary determinations. In addition, this Team Leader will support the Bureau’s Document Imaging unit, overseeing staff responsible for scanning, validating, and maintaining agency documents, in conjunction with state and federally mandated data and document retention guidelines.

Primary responsibilities include: 

  • Planning, overseeing, and coordinating the work of subordinate personnel to review both paid and denied benefits claims and confirming that non-monetary determinations meet USDOL Benefit Accuracy Measurement (BAM)performance measures.
  • Summarizing case findings and coding them for entry into a USDOL database. Results of case findings are used for analysis by Maine Department of Labor and USDOL and are published for other users, confidence in the accuracy of BAM data is critical.
  • Explain, interpret, and provide guidance to subordinates on changes to applicable laws, rules, and programs to ensure determinations and decisions are consistent with federal/state/agency requirements.
  • Interviewing, selecting, training, counseling, and evaluating the work of subordinate personnel to ensure that well qualified personnel are available to provide required services.
  • Presenting BAM findings and identifying areas in which program staff could utilize additional training that would positively affect program performance.
  • Preparing training materials and presenting training to BAM staff and claims center staff. This Team Leader will also work with our in-house training unit.
  • Coordinating Benefit Timeliness and Quality (BTQ) performance reviews, submitting review findings to USDOL and collaborating with other team leaders, regional managers, and Bureau management in identifying training and change in a continuous improvement effort in claims adjudication.
  • Investigating and resolving conflicts and problems involving claimants and employers. This will require interaction with Legislative Representatives, attorneys, representatives of other state agencies or departmental partners as well as USDOL representatives at Regional and National levels. Strong communication skills, tact and diplomacy are needed to successfully meet the requirements of this position.

Skills or knowledge required:

  • Knowledge of supervisory, employment, and labor-management relations principles and practices used in private industry.
  • Knowledge of laws, rules, goals, and objectives of the unemployment security program.
  • Knowledge of interviewing and investigation techniques.
  • Knowledge of process improvement methodologies, techniques, and practices.
  • Ability to oversee, plan, direct, prioritize, assign, and monitor work activities.
  • Ability to select, train, mentor, coach, motivate, and evaluate the performance of subordinate personnel.
  • Ability to analyze and evaluate facts and apply established criteria in determining claim status.
  • Ability to communicate effectively using professional courtesy, tact, and diplomacy.
  • Ability to write clearly and effectively.
  • Ability to establish and maintain effective working relationships.
  • Ability to evaluate operational activities in relation to performance management standards to achieve established goals and objectives.
  • Ability to develop and implement procedural improvements and process changes.
  • Ability to use applicable computer programs.

Minimum qualifications:

A Bachelors Degree in Public or Business Administration, Economics, or related field -and- six years experience in management and/or investigation/adjudication/personnel administration. Directly related experience may be substituted for the education requirement on a year-for-year basis.
