The Division of Administration/Office of State Procurement has a vacancy. This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. This vacancy participates in a career progression group and may be filled from this recruitment as a State Procurement Analyst 1 (AS-614), State Procurement Analyst 2 (AS-616) or State Procurement Analyst 3 (AS-617) depending on the level of experience of the selected applicant. The maximum salary for the State Procurement Analyst 3 is $91,894 . Please refer to the "Job Specifications" tab located at the top of the LA Careers "Current Job Opportunities" page of the Civil Service website for specific information on salary ranges, minimum qualifications and job concepts for each level.This position has a Special Entrance Rate (SER) as follows:If filled as a State Procurement Analyst 1, the SER is $1,589.60 biweeklyIf filled as a State Procurement Analyst 2, the SER is $1,824.80 biweeklyIf filled as a State Procurement Analyst 3, the SER is $1,953.60 biweeklyThis position also has retention pay of $1.00 per hour for each hour worked.  A criminal history check may be conducted on all new hires as well as employees changing positions including promotions, demotions, details, reassignments and transfers. MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE:

Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:
Strategically procures goods and services on a statewide basis on behalf of all state agencies and participating local government units, which includes the regulatory review of related contracts and grants.
LEVEL OF WORK:
Entry.
SUPERVISION RECEIVED:
Close from a State Procurement Supervisor. May receive supervision from higher-level personnel.
SUPERVISION EXERCISED:
None.
LOCATION OF WORK:
Division of Administration, Office of State Procurement. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from State Procurement Analyst 2 by the absence of experienced-level assignments.

Learns to strategically develop, award, and manage statewide contracts for a wide variety of commodities and services, including professional, personal, consulting and social services for state agencies as well as participating local government units.
 
Procures supplies, services, and equipment for state agencies above their delegated authority. 
 
Participates in research and development of statewide strategically sourced commodities and services, cooperative solicitations and contracts, and mandated policy considerations.
Assists in monitoring, evaluating, and forecasting economic and market conditions to determine proper actions relative to state contracts which will best serve the economy and supply needs of state agencies.
 
May assist in preparing, reviewing, developing, and monitoring contracts and grants agreements, inclusive of professional, personal, consulting and social services contracts and solicitations, applications, budgets, amendments and sub-grant agreements.
May serve as liaison to user agencies concerning the processing of requisitions and purchase orders or the development of solicitations which includes agency system utilization by providing assistance and recommendations as needed; refers agency users to others as needed for training, database assistance, communication problems, etc.
May participate in audits to ensure compliance with procurement rules and regulations.
Learns to generate comprehensive bid and contract proposals, evaluations, and/or the development of specifications to fulfill the agencies' needs and foster competition.
Participates in pre-bid conferences to ensure that the best interests of the state are being served.
Maintains a working knowledge of Louisiana Revised Statutes and Louisiana Administrative Code Rules pertaining to the procurement of goods and services, including professional, personal, consulting and social services.
May function in an inspection or compliance role by investigating problems with goods received, ensuring vendors' compliance with product specifications, or monitoring/verifying vendor and agency compliance with statewide contracts, policy and mandates.
