State of Louisiana is Hiring a REVENUE TAX ANALYST 1/2 Near Baton Rouge, LA

The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission.
The Revenue Processing Center is responsible for the timely front-end processing of all tax returns, payments and related documents, including deposit of funds and data capture of tax information. Annually the division will process 13 million pieces, including tax returns for 38 different taxes, associated remittances, supporting documentation and correspondence and internal documents. These items include tax payments of $2 billion general fund dollars. Several methods are utilized to accomplish these goals. The functions are performed using permanent and temporary staff, variable scheduling and shift work, and pay differentials to hire and retain employees. Performance of these functions directly impacts the cash flow for the state and the issuance of taxpayer refunds or collection notices. 

ABOUT THIS POSITION:
The incumbent will serve in the Data Capture and Correction section of RPC which is responsible for performing the intermediary processing functions required to accurately capture taxpayer return data and associated information prior to transmission to the Revenue Information System. Independent knowledge of the filing requirements and form types for all 38 taxes administered by LDR is essential for the proper performance of job duties. In addition, Data Capture and Correction has the added responsibility of creating deposit files by keying deposit critical data from documents scanned by the System Operations Section and corrects misread or unread deposit critical information from scanned documents.
Duties include, but are not limited to:
  • Reconciliation of tax payments and tax returns to determine correct application of payment.
  • Receives batches of source documents in either hard copy or scanned image format.
  • Accesses the correct data capture screen according to the type of source document (hard copy or scanned image) and tax type.
  • Determines correct line placement for data on forms that do not have a dedicated formatted keying screen.
  • Identifies incorrect data type or missing data in fields and corrects information from scanned images that were misread by imaging equipment.
  • Identifies calculation errors and make appropriate corrections, such as calculating and inserting totals into appropriate fields, and determining appropriate tax periods, avoiding unnecessary back end review of tax returns.
  • Performs other related tasks at the direction of the Unit supervisor(s) .

VACANCY INFORMATION:

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.
LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work. 
MINIMUM QUALIFICATIONS:
One year of experience in which clerical work was a major duty.
SUBSTITUTIONS:
Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience.
Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for the required one year of experience.
College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.
NOTE: 
Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.
NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Job Distinctions:
Differs from Revenue Tax Analyst 2 by the absence of experienced-level duties.Assists taxpayers in preparing tax forms, tax returns, and tax registration forms; responds to inquiries regarding such.
Determines validity and accuracy of assessed tax liabilities by reviewing forms, documents, and payments for compliance with tax laws.
Contacts taxpayers to clarify and obtain information; informs taxpayer of tax account status, legal rights, and obligations, and computes penalty and interest.
Determines appropriate collection action (i.e. informal installment agreement, penalty waiver, extensions, etc.) as a means of satisfying liabilities, based on account history and taxpayer response.
Initiates billings on accounts not complying with filing requirements by calculating and assessing tax amount.
Sells cigarette tax stamps to authorized wholesale tobacco dealers; prepares reports on sales.
