This position is located with our Concrete Lab. Under the supervision of the Engineer Supervisor team or Engineer Technician DCL, this position is responsible for conducting the unit's laboratory and field research program in response to DOTD's objectives and in response to problems of extraordinary difficulty by serving as lead worker for the Concrete Research Unit of the
Louisiana Transportation Research Center.

MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus three years of sub-professional engineering experience.
 
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
 
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics. All specialized course work credited must be in the same specialized field. A combination of course work from different fields will not be accepted.
 
Full-time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month-for-month basis for a maximum of one year of experience.
 
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
 
A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.
 
Possession of an engineer intern certificate will substitute for all of the required experience.
 
NOTE: Any college hours or degree must be from an accredited college or university. 
Function of Work:
To perform very complex, sub professional engineering tasks of a complex nature requiring intensive training & diversified experience in a specialized area; and/or to serve as lead worker over lower-level technicians and/or other personnel engaged in sub professional engineering work.

Supervision Received:
Broad from an Engineering Technician 6, 7, or professional engineer or higher level manager of the agency served.
Supervision Exercised:
May exercise functional supervision on a project-by-project basis. May directly supervise one or two lower level staff.

Job Distinctions:
Differs from Engineering Technician 4 by the performance of more complex, highly specialized duties and/or the presence of lead worker responsibilities or by the presence of direct line supervision over one or two staff members under certain circumstances as defined in the applicable Allocation Criteria memo.
Differs from Engineering Technician DCL by the lack of responsibility for serving as a technical expert/specialist in a specific field of technical engineering.
Differs from Engineering Technician 6 or 7 by the absence of full time supervisory responsibilities over several staff members.Under the supervision of the Engineer Supervisor team or Engineer Technician DCL, this position is
responsible for conducting the unit's laboratory and field research program in response to DOTD's objectives and in response to problems of extraordinary difficulty by serving as lead worker for the Concrete Research Unit of the
Louisiana Transportation Research Center. This program encompasses a full spectrum of transportation technology and operations incorporating widely diverse infrastructure areas ranging from Portland cement, Portland cement
concrete, structural materials, concrete maintenance, and concrete construction technologies ... The incumbent makes independent decisions and recommendations during the design and conduct of the research program and occasionally requires direction from the Engineer Supervisor Team.
LTRC is the Louisiana Department of Transportation and Development division responsible for the transportation research program in Louisiana. Using a staff of engineers, engineer technicians, professors, research associates and students, research is conducted through a diverse in-house program in direct response to identified engineering problems which are complex and unprecedented. This program coordinates and directs the implementation of national and state research findings and the exploration, exploitation and implementation of new technologies for DOTD use. While in the official capacity, DOTO employees must comply with applicable Louisiana and Civil Service Laws, rules and regulations, as well as DOTO policies, procedures, manuals, and directives.
As a unit lead worker, the incumbent advises the engineer in all technical matters in the area of
responsibility, provides direction for the conduct of research projects and for research portions of construction and maintenance projects and may occasionally supervise and provide training to lower level technician and graduates and undergraduate student workers.
The engineering technicians routinely perform highly specialized complex testing on materials utilizing newly created or modified test methods. Their depth of knowledge is used to provide feedback on new or updated testing procedures and/or test methods. Once the methods and/or procedures are adopted and implemented on a large scale, the technicians assist with training of other technicians department wide as well as provide assistance to others outside of the State of Louisiana when needed.
Serves as lead worker, assisting the Engineer 6 and Engineering Technician DCL in the development and conduct of research activities; develops and conducts work plans and executes the research program to accomplish all research tasks and formal studies in response to complex engineering problems; collects and analyzes data in the pavements related research area involving the use of sophisticated and highly specialized equipment such as repeated load test apparatus, maturity experience and knowledge in the unit's area of responsibility in the laboratory and field collection data; delivers analysis of data in completed format ready for reporting or presentation; with broad supervision from the Engineering Technician DCL; Evaluates new concepts and procedures through hands on interaction with various materials and personnel including engineers and academics. New concepts and procedures include testing for extreme conditions up to and including failure of material. This may include extensive load and durability type testing in extreme environments such as high heat and humidity. caustic chemical laden
environments, and others. Develops new test and procedures through hands on knowledge of current testing procedures and identifying additional characteristics to expand current procedures. This includes additional testing on soils (pavements for that position) to identify distress in relation to extreme weather conditions. chemical environments. etc. Additionally, current tests and procedures are reviewed to identify testing in new conditions and subsequent changes to the procedure to better adapt the test method to those conditions: and assists with new concepts and procedures using the latest technology available and develops new tests and procedures to solve non-routine problems.
Provides oversight and trains lower level staff in the conduct of technical assistance and formal research program activities; schedules work teams to address individual study work plans, such teams may be composed of lower level technicians, research associates, graduate students, undergraduates or technicians from other research units; performs duties necessary for the efficient operation of the concrete unit in achieving its research program goals including: attaining American Association of State Highway Transportation Officials laboratory accreditation where required; participates in the state co-op testing program; maintenance of vehicle logs; and ordering and receiving equipment and supplies.
May be required to perform other duties as necessary including, but not limited to, emergency/disaster Support activities. Completes required courses in the DOTO Structured Training Program.
