MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1. Two years of licensed engineering experience.

2. Six years of professional engineering experience.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

NOTE:

This job is designated a Dual Career Ladder job as defined in State Civil Service Rule 1.14.1.1, requiring the possession of advanced, specialized skills that may vary by position. Any required supplemental qualifications will be posted for the specific vacancy.

FUNCTION OF WORK:

Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.

LEVEL OF WORK:

Expert.

SUPERVISION RECEIVED:

Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.

Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Serves as a high-level, technical expert for the agency in a specific field of engineering; responsible for developing, managing, and/or evaluating highly technical and specialized components of important engineering programs or projects.
Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.
Serves as a recognized, top-level technical expert in a specific engineering area; performs advisory and consulting work for the agency as a recognized authority in a broad program area or in an intensely specialized area of considerable novelty and importance.
Formulates and guides the research on problems of exceptional difficulty and marked importance to the organization; typically will have contributed new designs or techniques which are regarded as having major impact on the specialized area of engineering.
Consults with agency administrators on programs requiring knowledge of complex technical processes or programs.

Serves as agency trainer/mentor to lower-level engineers in area of expertise; may prepare comprehensive manuals for training, procedures, requirements for specialty area(s) to which assigned.
Serves as technical expert in conducting and reviewing feasibility studies for most complex projects in specialized area of expertise.
Serves as statewide expert with responsibility for establishing policies and standards for a specific engineering project and/or activity.
Represents the agency and provides information and data concerning assigned program area to federal and local government officials, state legislators, other state highway officials, administrators and managers, planning organizations, the news media, business and civic groups, and the public.
Provides final and authoritative review of agency and/or consultant work results to ensure compliance with contractual provisions and administrative policies, and to transfer findings through the development of effective implementation programs.
Makes recommendations for formulation, establishment and improvement of policies and procedures for engineering projects related to area of specialization.
