This vacancy is located at the Department of Public Safety in the Office of State Police – Louisiana Oil Spill Coordinator's Office.

FUNCTION OF WORK:

The Coastal Resources Scientist 1/2/3 in the Louisiana Oil Spill Coordinator's Office (LOSCO) is responsible for assisting in the development, implementation, and maintenance of the Regional Restoration Planning Program for the State. Oversees and participates in monitoring events. This involves writing and implementing plans and collecting samples, analyzing collected data, meeting regularly with other project personnel including members of State and Federal Trustees. In addition, the Coastal Resource Scientist 1/2/3 will assist the Oil Spill Coordinator, Deputy Coordinator, Coastal Resource Scientist Manager and the Environmental Scientist Manager in the performance of their duties.

50% Assist in the coordination, development and implementation of the State's Regional Restoration Planning Program. Assist in the coordination of NRDA restoration activities between State and Federal Trustees, responsible parties, parishes, and other stakeholders. Conduct studies and analytical assessments for NRDA projects including reviewing scientific literature, compiling and cataloging data, collecting field samples, analyzing data, and preparing reports and maps to support field investigations for NRDA projects. Prepare comprehensive reports and articles detailing project developments, technology/environmental issues, management activities, and policy matters as needed. Assist in the direction of highly specialized restoration projects (design, implementation, and monitoring) and coordinate scientific planning with contracting agencies. Assist in reviewing and responding to public comments associated with draft and final documents. Assist in the negotiation of NRDA settlements in coordination with Trustees. Maintain the administrative records for NRDA cases. Prepare maps, technical literature, and reports for dissemination to Trustees, responsible parties, and other stake holders. Will work with state agencies and responsible parties on the development and implementation of the compensation schedule and restoration banking program for oil spills. Provide technical advice to LOSCO during spill response and NRDAs.

15% Enters and performs quality assurance evaluations of data into LOSCO's database. Assist in the development or revisions and implementation of Response and NRDA procedures for the State of Louisiana and training for State Oil Spill Response Teams. Develop and implement standards and criteria for NRDA project/program evaluation. Maintains a high level of expertise and familiarity with sensitive state and federal regulations, restoration projects, and apprises higher level personnel of potential problems.

10% Assist in the coordination of oil spill preparedness exercises attended by all natural resource trustee agencies. Participate in drills as directed. Assist in developing and updating a statewide oil spill prevention and response plan (Plan) and participate in the development of federal Area Contingency Plans. Assist in providing a point of contact for government, industry and the general public for issues related to oil spill planning, response, damage assessment and restoration.

10% Manages (CRS 3) or assists in the management of (CRS I or 2) projects, contracts, interagency agreements, cooperative agreements, memorandums of agreement (MOA), and memorandums of understanding (MOU) as directed. Represent LOSCO at and participate in meetings, workshops, symposiums, conferences, and seminars to enhance the development of the oil spill response and prevention, NRDA, and RRP programs.

5% Conduct response activities according to the designated function(s) and associated duties specified in the LOSCO Response Procedures. Participate in shoreline cleanup assessment teams.

5% Analyze technical innovations of importance to the state with emphasis on restoration, oil spills, and protection of natural resources. Keep apprised of latest scientific techniques, testing procedures and technological advancements concerning oil spills and NRDAs.

5% Performs other related duties as assigned.
