State of Louisiana is Hiring an ACCOUNTANT SUPERVISOR 2 Near Baton Rouge, LA

The Louisiana Department of Wildlife and Fisheries is responsible for managing and protecting the state’s renewable natural resources, including all wildlife and aquatic life.

This position is responsible for supervisory duties related to Accounts Payable including approving purchase order and contractor payments, approving employee travel disbursements, imprest account management, and supervision of the accounting for purchasing cards and fueltrac cards. This position will also supervise three Accountants and one student.
VACANCY INFORMATION:
This position may be filled as a:
  • Probational Appointment
  • Promotion (open to all statewide classified and agency wide permanent status employees)
Current permanent status classified state employees may be required to accept a Probational appointment if selected.
 
This position is located in Baton Rouge, LA.
 
A criminal background check will be required of all selected applicants.

IDEAL CANDIDATE:
  • Knowledge or training in the following areas is a requirement for performance of the duties of this position: statewide financial and accounting system LaGov, SAP, PCARD Works, Fueltrac System and Quickbooks, department organizational structure, expenditure chart of accounts, LaGov reporting tool, purchasing and travel regulations and general accounting principles. 
  • Strong communication, organizational, time management and customer service skills are essential
  • Keen attention to detail as well as the ability to take initiative and follow-through in a timely manner
  • Ability to work independently as well as collaboratively in a team environment

  • Approves vendor payments and employee disbursements

  • Processing of Purchasing Card Statements 
  • Processing of Fueltrac Card Statements
  • LaGov Vendor Payment Management 
  • LaGov SAP Program Management

MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting plus two years of professional level experience in accounting or financial auditing.
SUBSTITUTIONS:
A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of experience.
A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for one year of the required experience.
SUBSTITUTIONS FOR DEGREE ONLY:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE: Any college hours or degree must be from an accredited college or university.
Function of Work:
To provide professional accounting services while directly supervising paraprofessional fiscal positions in the performance of accounting duties.
Level of Work:
Supervisor.
Supervision Received:
Generally from a higher-level fiscal or administrative position. 
Supervision Exercised:
Generally over at least two paraprofessional fiscal positions. 
Location of Work:
May be used by all state agencies.
Job Distinctions:
Differs from Accountant Supervisor 2 by composition of subordinate workforce.
Differs from Accounting Specialist Supervisor by performance of professional level accounting.Directly supervises a unit of paraprofessional fiscal positions.
Communicates with public and private accountants; state, federal, and independent auditors; banks; brokerage firms; program or management personnel; and vendors for the purpose of providing information and technical assistance needed to resolve problems.
Develops new accounting techniques in the design and implementation of accounting subsystems, compilation of manuals for accounting and computer application, and preparing managerial reports.
Serves as chief accountant for an agency for a primary fiscal function, such as payroll or accounts payable. In this case allocation is made according to majority precedent at agencies with similar programs.
Prepares and monitors agency budget. Monitors and forecasts agency revenues and expenditures.
Prepares required financial statements and fiscal reports which includes the compilation and analysis of data required for the preparation of specialized federal monthly, quarterly, and annual reports.
