State of Iowa - Executive Branch is Hiring a Public Service Manager 1 - Director of Gaming Near Des Moines, IA

Job DescriptionThis position is domiciled in the Des Moines office and administers the gaming and technology programs and oversees the day to day functions for the Commission. The position is full time, 12 months per year. Occasional evenings and weekends are required. Extra hours during the week are common. Out-of-state travel will be required 2-3 times/year. Must pass a Division of Criminal Investigation Class A background, including fingerprints.
Duties Include But Are Not Limited ToCasino Gaming
  • Develops, modifies, and administers agency testing procedures for all electronic gaming devices installed in state regulated casinos.
  • Develops, modifies, and administers agency compliance program for electronic gaming machines.
  • Review and oversee gambling game submissions and approvals for electronic gaming machines and table games.
  • Directs and reviews network risk assessment process for licensed facilities and sports wagering operators.
  • Administers licensing process for manufacturer and distributor entities.
  • Corresponds with Attorney General's Office, attorneys, manufacturer and distributor representatives and facility representatives to provide advice and recommendations to agency staff and management on applicability and legality of procedures and approvals for gaming related technology, table game approvals, promotional gambling games, tournaments.
  • Acts as liaison with gambling game companies and designated testing laboratories to ensure that games comply with administrative rule, state law, technical requirements, and in reference to deficiencies or new technology; in the case of deficiencies authorizes corrective action; review software letters and take any needed action; monitors and ensures compliance with testing laboratory standards.
  • Coordinates with other PSM1 and PSM2 positions directly to analyze agency technology needs, and review and approve expenditures.
  • Responds to requests from a wide variety of public and private entities or individuals for information or technical assistance on gambling games
  • Conducts independent investigations on gaming related issues by collecting and preserving evidence, interpreting rules and regulations, and preparing legal documents, including exhibits and memoranda, outlining the factual and legal issues. Recommends disposition to a gaming board, administrative law judge or the Commission. Represents the Commission in court and administrative hearings as required.
Operations
  • Serves as a member of the Commission leadership team by providing input on how to resolve operational problems, future direction of the Commission, policies, rules and statute. Carries out IRGC policies.
  • Implements and interprets statutes, administrative rules, and operating procedures to ensure that all operations are implemented in accordance with state guidelines.
  • Drafts new/modified administrative rules; analyzes impact of proposed rules or legislation and makes recommendations.
  • Recommends changes to organizational structure, functions, position classifications, and staffing levels to accomplish Commission goals and objectives.
  • Develops training opportunities for Commission employees.
  • Represents the Commission with the public, internal state agencies, external regulatory jurisdictions, political subdivisions, industry and other groups or organizations that deal with governmental, racing, or gaming issues.
  • Participates in policy level meetings with industry and interest groups.
  • Develops and maintains effective working relationships with internal state agencies, external regulatory jurisdictions, political subdivisions, industry, and other groups or organizations that deal with governmental issues, and racing or gaming issues.
  • If requested, appears before the Commission on program related issues.
  • Answers inquiries, prepares supporting data for presentations, explains Commission position in response to legislative or media requests, etc.
  • Maintains equipment inventory.
  • Orders new equipment.
Supervision
  • Supervise assigned staff, including evaluations, corrective actions, coaching.
  • Posts vacant positions, reviews resumes, interviews, makes recommendation to Administrator.
  • Facilitate resolution of work-related issues of Commission employees.
  • Complete performance evaluations in a timely manner, determine the appropriate increase if applicable, and position description questionnaires are modified as necessary.
  • Develops and implements personnel and related policies and procedures including, but not limited to, assuring that hiring practices conform with the State’s equal opportunity requirements and that disciplinary actions are accomplished in compliance with Commission and contract procedures.
  • Represents Commission for employee grievances, complaints and other matters pertaining to employment relations. Develops procedures to ensure equitable treatment of employees.
  • Approves leave requests and timesheets.
  • Adjust staffing as necessary to fill in for leave or additional workload.
  • Approve/deny overtime/comp time.
Revenue Reports
  • Oversees the weekly and monthly tax revenue collection processes for gambling facilities and sports wagering.
  • Determines if revenue adjustments are necessary and the amount; authorizes adjustments and corrects reports.
  • Reviews and approves corrections and adjustment requests from licensees.
  • Analyzes revenue trends and completes reports.
This is a non-merit position with Department of Inspections, Appeals & Licensing - Racing & Gaming Commission. Applicants need to follow directions in "To Apply" field to apply. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
  • Eight years of full-time work experience in program administration, development, management, or operations.
  • All of the following (a and b):
  • Four years of full-time work experience work in program administration, development, management, or operations; and
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • All of the following (a, b, and c):
  • Two years of full-time work experience work in program administration, development, management, or operations; and
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
  • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
