The Department of Administration currently has an opening in the Office of Group Insurance as a Statewide Group Insurance Manager located in the Capitol Mall area in beautiful downtown Boise.

We serve Idaho by promoting responsible government through expert customer support.

Responsibilities:

  • Responsible for planning, directing, and controlling the State of Idaho group insurance benefit programs including health, dental, vision, short-term and long-term disability, life insurance, wellness, and flexible spending plan
  • Responsible for managing and monitoring claim payments, cash reserves, and the operating and personnel budget of the program
  • Responsible for recruitment, performance appraisals, professional development, communication and leadership of a professional staff
  • Provides professional development to staff
  • Responsible for the leadership and innovation necessary to identify, monitor, and evaluate the strategic management methods of the statewide employee benefit program
  • Ability to effectively negotiate pricing for all lines of coverage is critical in this role. The health plan is the highest dollar spend for the state.
  • Oversees the medical reserve funds. Inaccurate reserving would have a negative impact on the plan.
  • Analyzes impact of proposed and existing legislation.
  • Handling complex coverage issues that can have an impact on it's programs as well as the financial impact to the state and Group Insurance fund.
  • Other duties as assigned.
  • Minimum Qualifications:

Considerable knowledge of:

  • Group insurance program designs including medical, dental, life and disability insurance
  • Benefit levels
  • Claims reserve management and funding mechanisms
  • Group insurance coverages and legal requirements
  • Concepts and application of insurance management principles, state and federal laws
  • Claims processing principles and cost containment efforts

These are typically met by:

  • Masters (or higher) degree in subject area or closely related field OR
  • Bachelor’s degree in subject area or closely related field AND 1-year relevant experience OR
  • Work experience of 4 - 5 years directly related to the subject area OR
  • Experience or a combination of coursework and experience that represents the knowledge level above.

Experience:

  • Managing a professional staff including recruitment, performance appraisals, disciplinary matters, delegation and staff development
  • Developing and monitoring budgets
  • Analyzing statistical data and financial reports
  • Establishing strong collaborative working relationships, providing outreach, coordination, training and cost containment activities on a large-scale basis
  • Preparing specifications for insurance coverage
  • Negotiating insurance contracts
  • Using Microsoft Outlook, Excel and PowerPoint (or other presentation software)
  • Communicating verbally and in writing to a wide audience in varying roles

These are typically met by:

  • Masters (or higher) degree in subject area or closely related field OR
  • Bachelor’s degree in subject area or closely related field AND 1-year relevant experience OR
  • Work experience of 4 - 5 years directly related to the subject area OR
  • Experience or a combination of coursework and experience that represents the knowledge level above.


Preferred Qualifications:

  • Ability to acquire and maintain a Driver’s License
  • Ability to sit 2-4 hours at a time.
  • Ability to reach and bend for filing purposes.
  • Periods of prolonged typing and reading.
  • Some travel may be required
