Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Reuse Permit Writer – Analyst 3 for the Surface and Wastewater Division at DEQ’s State Office.

Salary Range: $29.49 - $31.86

Responsibilities:

Reuse Permitting

  • Conduct reuse permitting activities according to the Reuse Permit Writer’s Manual.
  • Prepare, manage, and conduct follow up for the preapplication workshop.
  • Review facility compliance activity submittals to aid in permit development and assist regional staff.
  • Conduct reuse permit application review and approval.
  • Conduct data analysis for use in permit development.
  • Review internal and external guidance to evaluate permitting approach and to propose permit conditions.
  • Draft reuse permits and staff analyses.
  • Coordinate with regional staff on draft permits.
  • Route permits and analyses for internal review and public comment.
  • Generate responses to public comments on reuse permits.

Wastewater Permits Bureau Support

  • Coordinate with state and regional staff on permit development issues.
  • Answer permitting-related questions from regional offices and external stakeholders.
  • Develop reuse guidance, standard operating procedures, and permitting templates.
  • Enter permit and related data into program databases and spreadsheets.
  • Participate in weekly reuse meetings and quarterly permit writers’ meetings.
  • Assist with training new permit writers.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Required/Desired Specialty Minimum Qualification

DEQ – 3025 Wastewater

I have experience demonstrating considerable knowledge of Wastewater, Water and Waste Management that has been gained through possession of a college degree in Civil Engineering, Environmental Engineering, Environmental Science, Biology or closely related field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor’s degree and two years full-time work experience in drinking water or wastewater management such as: reviewing, designing or implementing drinking water or wastewater treatment and conveyance systems, source water protection and development plans, engineering reports/facility plans, point source discharge permits, water quality certifications and municipal solid waste or biosolids disposal facility plans. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

Physical Requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time.
  • Ability to bend and reach for filing purposes.
  • Some periods of heavy reading and typing are required.
  • Ability to lift 30 pounds when working with file boxes.
  • Some travel may be required.
  • Ability to climb ladders, staircases, work on uneven terrain.
  • Occasional travel required.
  • May work in the vicinity of loud noise.
  • May be required to travel and stay overnight in remote areas.

Certified Safety Professional

Professional Engineer (PE)

Professional Geologist (PG)

Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS)

Other Requirements:
