The Idaho Department of Juvenile Corrections is seeking a highly motivated team member to fill the role of a Program Specialist that will work on our Placement and Transition Services team. This individual will collaborate with case managers to help problem solve and facilitate transition into and out of IDJC, and identify community and family resources needed and gaps in services. They will work with Juvenile Placement Manager to problem solve gaps in services, identify resources, and make recommendations for program design and improvement. Provides support and consultation Clinical Supervisors, Juvenile Services Coordinators (JSC), Rehabilitation Specialists, and Treatment Teams and other professional staff regarding appropriate services for youth and families.

Responsibilities:


1. Resource Specialist:

  • Coordination of resources of juveniles in IDJC, which includes all aspects of placement, transition, and reintegration.
  • Resource/Subject Matter Expert in Length of Stay Review process.
  • Assist in development of collaborative relationships with IDJC case managers, community partners, stakeholders, and other agencies on programming needs.

2: Case Consultation and Coaching:

  • Work with case managers to plan, organize, and prioritize services related to the placement, transition, and reintegration of youth.
  • Serve as Resource/Guide/Advisor/Mentor for JSCs and Case Managers on case management best practices, resource identification and implementation, and coordination of services.
  • Identify and share district and in-state resources and gaps. Refer gaps to identified internal and external stakeholders for problem solving (System collaboration).
  • Forecast juvenile service needs to assist in identifying and accessing resources while in custody and ensure coordination of resources for post custody in high priority cases.
  • Maintain working knowledge of available transition services and available external and internal expertise;
  • Understand and communicate system processes and functions to ensure consistency.
  • Visit stakeholders (JSC RS) as needed (in person, phone, Video).

3. Department/ Case Manager Support:

  • Maintain good knowledge of placement, clinical, post custody, Community Based Alternative Services (CBAS), and Substance Use Disorder Services (SUDS), budgets and potential fiscal impact for routine as well as resource intense services.
  • Work with QI/PREA on Case management standards (case audits).
  • Serve as back up for Juvenile Placement Manager when unavailable or out of the office.

Minimum Qualifications:

Experience:

  • Developing; recommending, and evaluating operating procedures and recommending changes;
  • Developing technical written materials such as policies, technical manuals or rules/regulations; providing technical program assistance to staff.
  • Providing technical program assistance to youth, families, and/or staff.


Some Knowledge:

  • Of juvenile justice system with understanding of classification systems justice, mental health, and related social science fields, activities related to movement and housing of youth and projection of future needs.

Preferred Qualifications: These are not required; however, having the minimum qualifications and the education and/or experience below will increase your score:


Experience:

  • Developing positive working relationships with other public agencies, government officials and community-based entities.

Knowledge:

  • Bachelor's degree in Business Administration, Public Administration, Criminal Justice, Social Work, Psychology, or related field; or equivalent education/experience.
  • Case management practices, program planning, treatment, social systems and placement.
  • Willingness to travel up to 25% of time over the course of the year.
