Summary:

The mission of the Idaho Department of Correction is to create a model correctional system that provides equitable access to programming and opportunities that reflect a community experience, foster corrections and restore victims of crime. The incumbent will be tasked with providing training, monitoring report quality, data collection and reporting, and acting as a liaison with the district courts. This position also acts as the direct supervisor for statewide PSI rover positions. The incumbent will work from our Central Office

Responsibilities:

  • Manage all aspects of the programs section including establishing section standards, policies, and procedures.
  • Evaluate program performance and makes or recommend program changes.
  • Implement new programs.
  • Hire and train staff and evaluates performance.
  • Research, develop, and monitor effectiveness of grants.
  • May interview clients who have been ordered to complete a presentence investigation.
  • Provide guidance to Presentence Investigators on sentencing recommendations.
  • Consult with the management team regarding inmate programming to make improvements, resolve problems, and improve security.
  • Provide quality assurance for PSI.
  • Provide individual and overall assistance to investigators.
  • Implement improvements to PSI process.
  • Liaison to Judiciary, Felony Sentencing Committee, Idaho Supreme Court.
  • Provides training and policy coordination related to the PSI process.
  • Supervise statewide PSI rover positions.
  • Maintain and reports data on PSI workload and timeliness.

Minimum Qualifications:

  • Some knowledge of management practices. This is typically gained by completion of two 3- credit or equivalent upper division college-level course OR approximately 40 hours or equivalent of management training that included all the essential elements of management (Planning, Organizing, Leading, and Controlling - describe each) OR the State/BSU sponsored Center for Management Development Supervision I-IV or IDOC Leadership 100 or equivalent OR six months of experience performing all of the following management elements:
    • Planning: determining organizational objectives and deciding how best to achieve them.
    • Organizing: determining how to use resources, defining responsibilities and authority.
    • Leading: influencing and motivating staff, delegating work and resolving conflict.
    • Controlling: establishing standards and evaluating performance, taking corrective action and measuring results.
  • Experience developing and auditing policies and/or procedures. Typically gained by at least six months of work experience to include some of the following: auditing reports, quality assurance, distributing reports based on agency procedure, writing or assisting in the review, auditing, and developing of policies and/or procedures, field memorandums, directives, or post orders, training manuals, special projects.
  • Experience assessing department/program needs. Typically gained by at least one year of experience assessing department or program needs.

Specialty Qualifications:

  • Some knowledge of supervision. Typically gained from the completion of a class or seminar which was more than 1 day specifically covering supervisory practices (such as Leadership 100) OR completed a college course covering supervisory practices OR I have at least three (3) months experience as a lead worker or supervisor that involved work assignment, direction, and monitoring staff.
  • Experience conducting pre-sentencing investigation. Typically gained by at least two years of experience conducting pre-sentence investigations.
