Position:

The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality Compliance Officer, Analyst 3 for the State Office located in Boise, Idaho.

Salary Range: $28.49 - $34.00

Responsibilities:

• Review air emission test reports and determine compliance with applicable test methods and regulatory requirements.
• Observe on-site emission testing practices, when requested.
• Provide documentation for enforcement response on alleged violations of emission tests.
• Assist with preparing program guidance, policy, and compliance-related documents.
• Conduct inspections of regulated facilities to determine compliance with permit requirements and environmental rules and regulations. This includes reviewing historical file information; gathering and evaluating on-site evidence; reviewing facility operating procedures; interacting with facilities to provide technical and regulatory support; preparing inspection reports; and developing enforcement recommendations.
• Review compliance reports submitted by the regulated facilities for compliance with applicable permit requirements and related rules and regulations.
• Review draft air permit source testing conditions for consistency with testing program requirements.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Desired Specialty Minimum Qualification

Good knowledge of scientific principles and industrial processes that has been gained through possession of a college degree in the physical sciences, such as physics, chemistry, meteorology environmental science, engineering, or a closely related field; AND at least one (1) year full-time work experience: • conducting industrial/commercial air quality source inspections or audits, including determining source compliance with permits, and air quality rules and statutes, and investigating citizen complaints as a major function of my job; OR, • developing air quality permits for industrial sources at a governmental regulatory agency; OR, • preparing air quality permit applications at a consulting firm. OR Possession of an unrelated degree; OR a combination of education and experience equivalent to a four-year undergraduate degree as described below; AND at least four (4) years of full-time experience as described above.

EDUCATION AND EXPERIENCE EQUIVALENCY: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Field sites may involve working near and with drilling rigs, backhoes, trucks, and other large equipment in rough terrain.
• May work in the vicinity of loud noise.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance.
