The immediate vacancies are temporary full-time and permanent full-time positions in the State of Hawaii Emergency Management Agency (HI-EMA), with the Department of Defense.

Salary: $5,713 to $6,949 per month (SR-24, Step D to I)Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
This recruitment will be used to establish a list of qualified candidates to fill the current vacancy, and may be used to fill future temporary full-time and permanent full-time vacancies as they occur. 
Note: Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Once you become a member of the civil service, you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. You may also enjoy other rights and benefits afforded to an employee in a permanent position with the exception of return rights and placement rights associated with a reduction-in-force.The basic objectives of the State’s emergency management programs are to assist the State of Hawaii to prepare for, mitigate against, respond to, and recover from emergencies and disasters. A position in this series is distinguished by its responsibilities for the preparation and planning for natural and human-caused incidents, emergencies, and disasters. Such responsibilities include the preparation and mitigation for emergencies and disasters, and/or the continuity or operational requirements to be implemented before, during, and after emergencies and disasters. Work duties include coordination of operations during emergencies and disasters, operating emergency centers, and evaluating disaster requirements provided by all State departments and County emergency management agencies. Responsibilities include budget; human resources; financial grants and awards management including procurement, purchasing, fiscal, compliance monitoring and reporting, adherence to regulations, policies and timelines, compliant human resources management; and the development of improved emergency management services for future responses.Level V serves as the senior-level emergency management specialist independently performing the most complex professional work in an emergency management program; serves as a project or team leader; or may supervise a staff of professional workers.Duties include facilitating programs, projects, and functions with other state agencies, local jurisdictions, federal agencies, private sector and other states and counties.
The level V position in the Emergency Management Specialist (EMS) series also serves as a State Emergency Response Team (SERT) member during emergencies and disasters activation of the State Emergency Operations Center (SEOC).To qualify, you must meet all of the following requirements:
Legal Authorization to Work:The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.Basic Education:Bachelor's degree from an accredited four-year college or university.
Specialized Experience:Three and one-half (3-1/2) years of progressively responsible professional emergency management experience in emergency management mitigation, preparedness, response and recovery which included the preparation, advisement or performing activities pertaining to: 
A. The planning, training and exercise for operations of emergency management;
B. The emergency responses, disaster recovery and mitigation requirements;
C. The emergency warning and siren systems, telecommunications and logistics requirements;
D. The implementation and maintenance of specific and interrelated portions of the State's emergency management plans in accordance with counties, state and federal laws and policies;
E. The establishment and coordination of community agencies, public and private entities; and other organizations in emergency preparation, warning, sheltering and assistance services;
F. Administrative actions including budget, grants management, financial services and human resources responsibilities; and
G. Other related emergency management professional requirements and tasks.
The experience MUST also show actual involvement in and responsibility for:A. Independently providing proficiency and competence in performing assigned tasks;
B. Advising, facilitating, coordinating and assisting agencies and administrators to mitigate, prepare for, respond to and recover from disasters;
C. Development, delivery and/or evaluation of emergency management plans, training, exercise and operations to improve readiness and response to minimize loss of life, property damage and environmental impacts.
Such experience should demonstrate possession of the knowledge of fundamental principles and practices of emergency management, problem-solving skills to respond in stressful situations with quick and sound decisions, flexibility and adaptability to adjust to changing situations, and critical thinking skills to anticipate hazards and deal effectively with crisis situations.
Supervisory Aptitude:Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Driver's License: Applicants must possess a valid driver's license at the time of appointment.
