JOB SUMMARY: Under general supervision, provides working level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic.

JOB SPECIFIC DUTIES: Under limited supervision, independently manages construction activities on large complex project (phases) and on several major projects (e.g., complex bridge/urban/interstate reconstruction projects, involving complex staging and traffic control.). Inspects and supervises the inspection of the contractor work to confirm that contract requirements are satisfied and work is performed in accordance with other applicable guidelines and with established practices. Trains and supervises less experienced personnel. Prepares and distributes reports which document and provide basis of payment for the work accomplished. Reviews project plans and contract documents prior to and during construction. Establishes communication with local governments and property owners in an effort to enhance the responsiveness of the Department.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree in a related field and Six months of related experience OR Associate's degree in a related field and One year of experience OR One year of at position equivalent.

AGENCY MINIMUM QUALIFICATIONS:

  • One year of project management experience
  • Possesses extensive knowledge of construction specifications and standards
  • Possesses extensive knowledge of acceptable construction practices and a thorough understanding of the English and metric systems and their interrelationship
  • Demonstrated experience monitoring construction costs
  • Demonstrated experience negotiating prices for contract modifications with contractors
  • Demonstrated experience reading and comprehending blueprints and all other documents associated with construction projects
  • Demonstrated experience writing or supervising the preparation of reports and correspondence
  • Demonstrated experience working and communicating with contractors, supervisors, subordinates, local officials, media and the general public in a professional manner to meet their needs
  • Demonstrated experience preparing or supervising the preparation of contract diaries
  • Demonstrated experience measuring and calculating appropriate quantities and compute pay statements or ensure completion of by subordinates
  • Demonstrated experience using computers and computer applications to analyze and communicate highway construction information
  • Demonstrated experience to successfully managing multiple construction projects simultaneously
  • Demonstrated ability to perform basic algebraic, geometric, and trigonometric calculations related to highway/transportation engineering
  • Demonstrated ability to supervise, train and evaluate the work of subordinates in construction inspection and project documentation
  • Demonstrated ability to make sound, well-informed decisions
  • Demonstrated ability to analyze and solve conflicts
  • Displays a high standard of ethical conduct
  • Possesses the physical strength and agility and memory necessary to perform the core responsibilities of the job
  • Committed to providing quality customer service
  • Demonstrated ability to improve established methods or create new methods when established methods and procedures are inapplicable or unavailable

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
