POSITION DESCRIPTION : Responsible for the Department's statewide automated fuel system program. In accordance with the most cost effective alternatives, negotiate service contracts, modifications and improvements to hardware and software, coordinate statewide fuel transaction data collection and reporting.
Work with Information Resources to ensure that data is properly input to Fiscal and Department of Management Services. Administer a statewide key and fuel credit card security program.
Coordinate the renewal of expiring vehicle credit cards for Districts as needed. Obtain replacement fuel credit cards for Central Office, Assign Department employees with personal information numbers (PIN) for the Department vehicle fuel credit cards.
Vendor invoicing and warrant processing apply to both the mobile equipment fleet operations and the automated fuel systems management programs.
Directs and coordinates the Department's mobile equipment informational data systems efforts. This data system tracks the Department's existing mobile equipment fleet which also includes property disposal information too.
This system generates reports to management indicating Department's compliance with Florida Statutes which is governed by the Department of Financial Services and the Department of Management Services Division of Motor Pool and Watercraft.
Assist with the expenditure of the annual fleet funding, including the statewide disbursement of allocations and tracking.
Coordinate with the districts and provide funding reports. Responsible for the procurement and acquisition of the Central Office fleet.
Assist with the preparation of the annual maintenance budget as it relates to planning for district allocation of funds for purchase of new equipment, rebuilding of existing equipment, and other funds in accordance with established Department and State mobile equipment policy.
Directs and supervises staff in performing the property, tag, and title process of the Department's fleet, the final error edit review of the Daily Log and Monthly Fleet Equipment Report and assist in managing the mobile equipment information system and mobile equipment procurement transactions.
Responsible for the development of specifications, policies, and procedures for the procurement of the mobile equipment fleet.
Reviews and revises the procedures for replacing and adding to all Department mobile equipment in close coordination with the Purchasing Office as well as the Department of Management Services.
Review and approve statewide Department vehicle and equipment procurement transactions. Negotiate replacements with the Department of Management Services as necessary.
Incumbent of this position has authority to make a maximum single purchase exceeding $35,000 in accordance with Section 112.
3145, Florida Statutes. This position has financial disclosure responsibility.
Responsible for the development of specifications, policies, and procedures for the operation, maintenance and disposal of mobile equipment fleet and the Department's fuel and maintenance card system.
Develop and update standardized Department vehicle and equipment specifications and operational contracts in accordance with District needs.
Plan and supervises the implementation of fleet programs to provide cost effective data relative to overall costs associated with the maintenance of Department vehicles.
Ability to communicate effectively; Ability to program in mainframe program (FOCUS) and use report generating and spreadsheet software.
OTHER JOB RELATED REQUIREMENTS : This position will be required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS : High School Diploma or Certificate of High School Equivalency.
