The Work You Will Do:

This position is responsible for assisting the Chief of Planning & Budget in the management and oversight of assigned program areas and Divisions within the Department of Business and Professional Regulation. The roles and responsibilities are preparing and developing the agency’s Legislative Budget Request and Long-Range Program Plan, managing spend plans, preparing and processing budget amendments, assisting in budget training efforts for department staff, preparing/analyzing fiscal impacts for legislative bills, managing, and tracking Salary and Benefits and Salary Rate.

The position ensures coordination and efficient communication among the Division of Administration and customers regarding financial and budgetary aspects of the assigned Divisions’ Operating Budget, Spend Plan, and program activities. The employee is responsible for the following:

Planning and Budget:

Works with the Budget Chief and other staff to prepare and develop the annual agency Legislative Budget Request and Long Program Plan for assigned programs.

  • Manage Legislative budget request exhibits.
  • Schedule I development
  • Prepare other documents related to budget preparation and reporting.
  • Perform independent work with program managers related to budget proposals, staffing standards and performance measures.
  • Assist in the development and compiling of the Long-Range Program Plan (LRPP).
  • Ensure that the Legislative Budget Request (LBR) and Long-Range program Plan (LRPP) meet all the technical requirements of the Legislative Budget Instructions and pass all audits within the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS).

Spend Plans:

Reviews, monitors, and assists assigned programs in developing and managing their annual spend plans.

  • Monitoring spends to determine if a realignment of budget or release budget reserves is needed.
  • Prepares, submits, and coordinates the submission of budget amendments for assigned programs as needed.
  • Reviewing encumbrances, allotments and expenditures.

Salary and Rate:

  • Managing salary and benefit budget and rate for assign program areas.
  • Managing the Benefit Rate Calculation.
  • Ensure Year-to-Date Salary Expenditure report is processed and captured in projections appropriately.
  • Analyze variances or anomalies as needed.

Other Priorities:

  • Maintain a good working relationship with the Division Budget Coordinators and Directors.
  • Provide technical budget assistance and direction to the Executive Office of the Governor, Office of Planning and Budget staff as directed by Chief, Planning and Budget
  • Coordinate and assist in special assignments and projects including but not limited to contract reviews, travel reporting, development of policies and procedures, training, and development of online forms.
  • Serve as point of contact/coordinator between the Office of Planning and Budget and the Division of Technology for information technology needs and projects.
  • Reviews and analyzes proposed legislation to develop the fiscal impact for assigned programs.
  • Prepares other documents and conducts financial and budget analysis as needed.
  • Assist in the writing, creating, and providing necessary training, policies and procedures related to budgeting processes and education.
  • Manages Tracking Calendars and Logs.
  • Calculates Distributed Costs for the agency.
  • Monitors and manages incoming memoranda and exercise.
  • Assists fellow staff members as needed.

  • Ability to conduct fact-finding research, evaluate and analyze data.

  • Ability to understand and apply laws, rules, regulations, policies and procedures.
  • Ability to communicate effectively and in writing.
  • Ability to work independently as well as with others.
  • Ability to plan, organize and coordinate work assignments.
  • Highly skilled in financial tracking and monitoring, analysis and reporting.
  • Advanced skills in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Access).

Minimum Requirements: 

The SENIOR MANAGEMENT ANALYST II – SES should possess the following.

  • A bachelor’s degree or higher from an accredited college or university with a major in Accounting, Finance, Business or Public Administration, or a closely related field OR five years of budgeting experience with the State of Florida.
  • Experience with the State of Florida financial processes, FLAIR, and the Legislative Budget (LBR) process.
  • Experience with the collection, evaluation and analyzing data.
  • Experience in LAS/PBS, FLAIR, and BAPS operating systems.
  • Knowledge of MyFloridaMarketPlace.
  • Experience writing, modifying, policies, procedures, desk guides and providing/guiding training.

Preferred:

Preference will be given to those who can demonstrate one or more of the following: an interest in public service and budget, a working knowledge of an electronic document records system, familiarity with state budgeting rules, experience managing a budgetary team and/or experience working in a Budget Office.
