MINIMUM REQUIREMENTS: 

A bachelor's degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.  

A master's degree from an accredited college or university can substitute for one year of the required experience.  

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education. 

Requires possession of a valid Class E driver license.

JOB DUTIES: 

Perform assurance and consulting services within the Department of Agriculture and Consumer Services in accordance with applicable standards for the Professional Practice of Internal Auditing and Information Systems Auditing as published by the Institute of Internal Auditors and the Information Systems Audit and Control Association, respectively. This position provides technical assistance to agency staff and the Office of the Inspector General (OIG). Performs as lead auditor for assurance and consulting engagements, as well as special projects. Discusses findings with the Director of Auditing. 

As directed by the Director of Auditing, perform reviews of programs, systems, controls, records, policies, procedures, performance measures or activities within the agency or other governmental or third-party entities providing services to the agency. 

  • Maintain independence and objectivity in performance of work.
  • Develop work plans and establish project objectives and scope, and determine the nature, timing, and extent of work to be performed.
  • Effectively and efficiently communicate results by providing recommendations for improvement to management.
  • Monitor the progress of project issues and recommendations.

Assists the Director of Auditing in the mentoring of individuals in Internal Auditor I and II positions. Performs special project assignments; conducts research and compiles information for the preparation of reports; and monitors workflow and time utilization to provide for maximum effectiveness of efforts and completion of projects within budgeted timeframes. 

Enhance and maintain professional knowledge and competency. 

Performs special duties, assignments and other related work as assigned. 

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Knowledge of accounting and auditing principles and procedures, methods of compiling and analyzing data, and basic mathematics.
  • Ability to perform assurance and consulting services which include:
    • understanding, interpreting, and applying laws, rules, regulations, policies, and procedures.
    • reviewing, analyzing, and evaluating data.
    • determining the extent of compliance, the extent to which assets are accounted for, and the reliability of accounting procedures utilized; and,
    • preparing audit reports recommending improvements.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively, and establish and maintain effective working relationships.
  • Proficiency in using a computer as well as Microsoft Office Suite to include Excel, Word, PowerPoint, Access, and Outlook.
