The Work You Will Do:

The Waste Site Cleanup Section and Drycleaning Solvent Cleanup Program manages the state-funded investigation and cleanup of hazardous waste sites and emerging contaminants, coordinate with the Environmental Protection Agency (EPA) during the cleanup of federal Superfund National Priorities List (NPL) sites, and implement the Florida Drycleaning Solvent Cleanup Program. Management of these sites involves an interdisciplinary combination of geology, hydrogeology, chemistry, engineering, and environmental science to mitigate risk and protect human health and the environment.

The Professional Engineer II works as a Project/Contract Manager and is responsible for and assists with the technical and managerial aspects of State-Funded hazardous waste cleanup sites, Superfund site rehabilitation projects, and Drycleaning Solvent Cleanup Program sites to ensure the environmental effectiveness of these projects in accordance with the National Contingency Plan (NCP), CERCLA/SARA and state regulations as appropriate.

Pay:

Annual Salary: $60,000.00 - $66,150.00 (commensurate with experience)

Your Specific Responsibilities:

This is advanced level professional engineer work, responsible for providing engineering review and design analysis for a statewide program for the remediation of hazardous waste sites. Requires detailed knowledge and experience in project management, engineering, hydraulics, chemistry, biological treatment of environmental contaminants, ground water treatment, and remedial construction techniques and methods. Position requires a Florida Professional Engineer License.

Coordinates and collaborates with the Section’s Management, Professional Geologist and other Professional Engineer who provide technical and engineering assistance to section staff regarding the assessment and cleanup of hazardous waste sites.

Provides engineering support and direct assistance to the Section’s project managers. This assistance includes review of remedial investigation/feasibility studies, engineering design documents, and documents associated with construction (as-builts, change orders, completion reports, etc.). Required to review professionally certified and sealed documents. Works with section staff and contractors in evaluating selected remedial action plans and ensures compliance with State and Federal laws and rules, as appropriate. Provides written comments and approvals.

Reviews remediation system operational data to ensure optimal system run-times and to reduce cost expenditures. Recommends system modifications to reduce unnecessary costs and improve system efficiency. Assists section staff with implementation of remediation projects and project changes.

Assists in developing and implementing Section procedures and policy for the engineering design, construction, and long-term operation and maintenance of site cleanups.

Communicates with state, federal, and local governments, universities, and private firms to keep abreast of technical developments in remedial technology, emerging contaminants, industry practices and policy changes concerning environmental remediation.

Ensures completed remedial project is in conformance with approved plans, specifications and change orders and is satisfactorily performing the function for which it was designed and built. Performs on-site final inspection of construction activities for cleanup projects, as necessary.

Serves as project officer on cleanup projects, on a limited basis.

Performs other related duties as required.

Required Knowledge, Skills, and Abilities:

Knowledge of engineering practices and principals.

Ability to work well with others inside and outside the Department.

Ability to effectively communicate verbally and in writing.

Ability to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns within your program area, with sufficient expertise for managing complex issues.

Ability to provide guidance and/or training to District or Division staff within your program area on complex and/or controversial permits or similar compliance concerns.

Required Qualifications:

Valid State of Florida Professional Engineer License.

Bachelor’s degree from an accredited college or university with a major in engineering; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.

Other Job Related Requirements for this position:

Valid Driver License.

Upon employment OSHA Safety training is required to be completed.
