The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

Operations Analyst II – OPS

This part-time (20 hours / week) position provides coordination and analysis to enhance CDC Public Health Improvement Grant efforts of the DOH-Hillsborough. The position is part of the Performance & Quality Improvement team and works to identify, recognize, and cultivate quality in the DOH-Hillsborough people and processes by assisting with three key grant initiatives. Working under the direction of the PQI manager this employee will provide PM/QI support and coordination to help DOH-Hillsborough establish a culture of continuous quality improvement. This position will assist with the planning and coordination of end user and professional IT training made possible under the grant to help build a competent public health workforce. The incumbent will also provide administrative support as part of the Public Health Resident program team.

Your Specific Responsibilities:

  • Track the status of current improvement projects, ensure projects are on track, properly documented, and outcomes are recorded.
  • Maintain a running list of potential improvement project ideas or problems to work on for each division and for the agency.
  • Develop a QI SharePoint library containing quality tools, articles, lessons, projects, best practices, and process maps.
  • Maintain a roster of all DOH-Hillsborough staff who have completed any PM/QI training, served on an improvement team, or received an award for an improvement project / best practice.
  • Coordinates the periodic NACCHO Culture of Quality Self-Assessment.
  • Work with the Workforce Development Director, Staff Development and Training Consultant, and PQI Manager to determine IT training needed by staff.
  • Coordinate IT training classes and dates with the current vendor.
  • Process staff enrolments for IT training and provide support for any scheduling difficulties.
  • Maintain up to date information on staff who need training, staff scheduled for training and those who have completed any IT training.
  • Work with Personnel to help coordinate all aspects of the recruitment and selection process for the DOH-Hillsborough Public Health Residents each year.
  • Maintain the Resident Program schedule including check-in meetings, professional development events, off-site activities, holidays, and office closures.
  • Work with the PQI Manager, Workforce Development Director, and Medical Director to plan and prepare for the monthly professional development sessions.

Required Knowledge, Skills, and Abilities:

  • Ability to plan, organize and coordinate work activities and to follow instructions.
  • Ability to determine work priorities, assign and ensure proper completion of work assignments in a timely manner.
  • Ability to compile, organize, analyze and evaluate data and organize that data into a logical format for presentations and reports.
  • Ability to review and evaluate programs to identify improvements and adjustments needed to ensure effectiveness and efficiency.
  • Ability to establish and maintain effective working relationships with internal and external customers.
  • Ability to prepare reports and correspondence and communicate effectively orally and in writing to a diverse population.
  • Basic computer operations skills, as well as working knowledge of MS office products, including Outlook (email), MS Word, Excel, PowerPoint, and MS Teams.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Basic knowledge of Quality Improvement terms and tools.

Qualifications:

Preferred

  • Bachelor’s degree from an accredited college or university.
  • Previous experience working in quality improvement, performance management or project management.
  • Customer services experience.
  • Experience creating or maintaining a SharePoint site / document library.
  • Six Sigma or Lean Six Sigma certification – any level.
