Environmental Specialist I

Onsite Sewage Treatment and Disposal Systems, (OSTDS)

This entry level position is responsible for professional environmental work conducting OSTDS program permitting and inspections of septic systems, directly dealing with the public, seeking enforcement for non-compliance, collaborating with other agencies, conducting complaint investigations, entering data into a computer, answering questions over the phone, preparing inspection reports, ensuring accurate completion and timely submission of administrative reports, maintaining records, attending meetings, receiving training, and assisting in fee collections.

Strong communication skills are a must, as this position is required to ensure compliance with state codes and statutes to protect the public’s health, provide program information, answer client questions, and explain policies.

Applicant should be detailed oriented and able to multi-task.

Responsibilities include :

  • Permit and inspection of an OSTDS for compliance with Florida Statute 381.0065 and Florida Administrative Code 62-6.
  • Perform field evaluations to determine compliance with regulatory requirements.
  • Perform emergency duty and / or response activities.
  • Participate in quality assurance activities.
  • Use of a laser transit, hand auger and other equipment during site evaluations to gather data for permitting and inspections of an OSTDS.
  • Prepare paperwork and perform data entry of permitting and inspection activities. Successful applicant must be skilled in the use of a personal computer and Microsoft Office applications.
  • Consult with contractors, homeowners and other clients regarding the permitting, construction, and inspection of an OSTDS.
  • Obtain and maintain an Environmental Health Professional Certification in the Onsite Sewage Treatment and Disposal Systems program with the Florida Department of Health.

Certification must be obtained within 6 months of employment as required in Chapter 64E-18 Florida Administrative Code.

Assist in enforcement activities by drafting an official notice, citation, or other documents. Participate in conferences, hearings or court appearances when needed.

Qualifications : Minimum

Minimum

Bachelor’s degree in a physical or natural science from an accredited college or university with no less than 30 semester hours or 40 quarter hours of major course work in physical or natural sciences.

  • A valid Florida driver license.
  • Must be able to lift 50 lbs.

Preferred

  • Current certification to perform Onsite Sewage Treatment and Disposal Services (OSTDS) for the Florida Department of Health
  • Bilingual in English and Spanish
  • College course in soil science or related subject; or job experience that included soil evaluations
  • 1 year of experience working outdoors conducting field work in areas that have developed land parcels and in areas with unimproved land parcels working in all types of weather conditions;

or equivalent college coursework with field work.
