Your Specific Responsibilities :

Work is performed under the supervision of the Environmental Manager and involves enforcement of laws, ordinances, and regulations.

This is independent professional environmental work conducting basic and advanced application / project reviews, site inspections or surveys;

conducting project evaluations and coordinating these with the department and other state, or federal agencies; reviewing and / or preparing comparable environmental work including sample collection, data entry and analysis, report writing or preparation of correspondence.

This position is subject to on-call duties in reference to : sewage spills, Foodborne or waterborne outbreaks. Adheres to Information Security Policies & Procedures.

Conducts Environmental Health EPI investigations. All EH Epi investigations assigned to inspector will follow DOH protocol.

Serves as technical advisor to management on EH Epi issues. Acts as EH Liaison with Clinic Epi.

This position is expected to perform inspections, investigations, and enforcement duties in general Environmental Health programs to ensure compliance with state standards.

These include : food service facilities, group care facilities, mobile home / RV parks, tanning facilities, commercial swimming pools, and Limited Use Wells.

  • Consults with owners and builders regarding installation of sewage systems. Investigates the conditions of the proposed sewage disposal system location : perform soil analysis tests, and site surveys to determine size of sewage system.
  • Conducts installation inspections and final inspections for permitted septic systems to verify compliance with permit conditions.
  • Investigates sanitary nuisance complaints and initiates enforcement actions by drafting non-compliance and warning letters and assisting with other enforcement documents.
  • Conducts Well Surveillance investigations and water quality sampling and monitoring. Consults with property owners on possible contamination issues and concerns.
  • Conducts biological analyses of water samples. Participates in the care and maintenance of laboratory equipment and facilities;

initiates purchase orders for laboratory equipment and supplies. Develops and prepares laboratory procedures and methods to be used in conducting water analyses.

  • Initiates enforcement actions by drafting non-compliance and warning letters and assisting with enforcement documents.
  • Represents the department in meetings and negotiations with other state agencies, federal agencies, and other parties to resolve the department concerns with proposed activities, projects and land use plans.
  • Performs related work as required.
  • Responsible for the accuracy of DAR. At the end of each day, submit completed forms to account for all work activities performed.

DAR coding will be entered and certified into HMS at the end of every day 90% of the time.

  • Timesheets are to be submitted the morning following the pay period end date 98% of the time.
  • Attends and actively participates in staff training, departmental trainings, monthly staff meetings, strategic planning meetings as scheduled 95% of the time.
  • Reports for duty as requested in the event of a disaster situation. Other duties assigned by supervisor.

Required Knowledge, Skills, and Abilities :

Must have a Bachelor of Science degree in a natural or physical science. Must have a valid Florida driver’s license. Must be willing to work outside all day if needed.

Knowledge of Florida Administrative Codes and Florida Statues pertaining to Environmental Health programs. Knowledge of Environmental Health Database.

Ability to auger 72" below ground level. Knowledge of data collection and analysis principles and procedures. Ability to collect, evaluate, analyze and interpret scientific or technical data.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental health programs.

Ability to deal with the public in a tactful and courteous manner. Ability to work independently and exercise discretion.

Ability to communicate effectively. Ability to utilize problem-solving techniques. Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.

Ability to plan, organize and coordinate work assignments.

Incumbent may be required to work before, during and / or beyond normal work hours or days in the event of an emergency.

On-Call assignment in accordance with Section 110.209 FS and Chapter 60LFlorida Administrative Code. On call form attached.

Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Qualifications :

Must have a Bachelor of Science degree in a natural or physical science. Positions requires certification in accordance with Section 381.

0101, Florida Statues. Must have a valid driver’s license. Requires certification in OSTDS and Food Service. A minimum of four (4) college semester credit hours in general microbiology to be the technical manager(s) of a laboratory engaged in microbiological analysis limited to fecal coliform, total coliform, E.

coli, and standard plate count.
