Your Specific Responsibilities :

  • This position works within the Environmental Public Health Section of the Okaloosa County Health Department (OCHD ) . This is a professional environmental public health position requiring the Environment al Specialist II to perform tasks to include : application and project reviews;
  • site inspections and surveys; project evaluations ; sanitary nuisance investigations and assessments; environmental sample collection;

data entry and analysis and report writing. This position performs duties in accordance with Florida Statutes, Florida Administrative Code (FAC), EH Manual 150-4, and internal OCHD Standard Operating Procedures.

This position is involved in numerous administrative matters, which require a thorough knowledge of Florida Department of Health (FDOH) rules, regulations and codes as established by FDOH and the Okaloosa County commission.

Requires familiarity with the section administrative policies and procedures. Planning and the accomplishment of assigned and defined goals are required for the performance of the duties of the position.

As a certified food hygiene program inspector, performs routine inspections in the Food Hygiene program. Consults with facility operators and owners to ensure compliance with 64E-11 FAC and Chapter 381 Florida Statutes and FDA Food Code 2013.

Performs other regulatory duties such as reinspection s , complaint inspections, basic plan review s , construction inspections, and preparation of documentation for enforcement action.

This position will serve as a basic resource of information for Food facilities and assist the other certified inspectors with food trainings.

This position will perform data entry of information gathered during regulatory work in DOH EHD and other local spreadsheets and databases.

Independently conducts routine inspections in the Group Care program. Consults with facility operators and owners to ensure compliance with 64E-12, 65C-13, and 65C-22 FAC.

Performs other regulatory duties such as reinspection s , complaint inspections, basic plan review s , construction inspections, and preparation of documentation for enforcement action.

Examples of group care facilities include public and private schools, health care, adult care, and other residential facilities.

This position will serve as a basic resource of information for Group Care facilities and perform data entry of information gathered during regulatory work in DOH EHD and other local spreadsheets and databases.

This position will assist the other EH inspectors with food and waterborne investigations.

Independently conducts routine inspections in the Mobile Home and RV Park program. Consults with park operators and owners to ensure compliance with 64E-15 FAC.

Performs other regulatory duties such as reinspection s , complaint inspections, basic plan review s , construction inspections, and preparation of documentation for enforcement action.

This position will serve as a basic resource of information for Mobile Home and RV parks and will perform data entry of information gathered during regulatory work in DOH EHD and other local spreadsheets and databases.

As a certified pool operator, performs routine inspections and other basic regulatory activities of public swimming pools, spas, wading pools, special purpose pools, water activity pools, and recreational attraction pools.

Consults with facility operators and owners to ensure compliance with 64E-9 FAC and Chapter 381 & Chapter 514 Florida Statutes.

Performs other regulatory duties such as reinspection’s, complaint inspections, closure inspections, and preparation of documentation for enforcement action.

This position will serve as a basic resource of information for swimming pools and spas and assist s with swimming pool and spa trainings and engineering inspections.

This position will perform data entry of information gathered during regulatory work in the DOH EHD and other local spreadsheets and databases.

Independently investigates sanitary nuisance complaints and prepares reports, legal notices, and other documents relating to environmental health issues.

Initiates enforcement actions by drafting non-compliance letters, warning letters, and assists with other enforcement actions.

Prepares documentation such as letters, pictures, and reports for submission to EH Manager. Enter all case information in the DOH EHD and other local spreadsheets and databases.

In the tanning facilities program performs routine, reinspection, construction, change of owner, complaint, consultation, and other inspections to evaluate and ensure the safe and sanitary operation of tanning facilities.

Will issue field stop use order pursuant to Chapter 120.54 Florida Statutes. Maintains a professional working knowledge of 64E-17 Florida Administrative Code .

Prepares invoices to permit applicants in the food, mobile home parks, public pools, and tanning facilities, group care facilities, and water, etc.

programs. Assures invoiced amounts are in conformance with the established fee schedules to conform to the program code in accordance with Department of Health mandates.

Tracks and assures payment is received and matches invoiced amount within a reasonable period. Updates records of permitted established from information provided by applicant.

Prepares / oversees permits issued for all permitted facilities to be signed by the supervisor, mailing them to applicants, as they become complete.

Tracks delinquent accounts, provides follow-up notification, and gives the appropriate report to the Environmental Supervisor or Manager.

Maintains record of date invoice sent, date of payment receipt, date of follow-up notification. Modifies reports as needed through EHD Enterprise Report Portal .

Prepares paperwork for legal action to be taken when necessary. Responsible for proper documentation and submittal for all Environmental Public Health related refunds to clients.

This position is responsible for being the Environmental Health Database administrator used to track all Environmental Health Programs in Okaloosa County complete with permit numbers.

Maintains complete automated logs and financial information from Environmental Health Database for Environmental Public Health programs.

Prepares reports as needed from Environmental Health Database for budgeting and census. Responsible for the maintenance of the Environmental Health Database system in this county.

This position serves as the purchasing agent for the Epidemiology and Environmental Public Health Sections. Collects quotes, assuring vendors are My Florida Marketplace & Sunbiz registered, approving WORKS charges and reconciling WORKS charges for this position and the program managers.

Works closely with Epidemiology and Environmental Public Health branch managers in collection and preparation of data required for the preparation of yearly budgets.

Works with program managers to ensure timely and accurate spending of their program budgets in the areas of general expense and contracted services.

Assists with and prepares budget reports for Epidemiology and Environmental Public Health. Provides detailed programmatic reports.

Coordinates section meetings and prepares agendas and minutes. Develops program area brochures and applications with supporting material as required .

This position performs travel authorization and reimbursement processes for the Epidemiology and Environmental Public Health Section.

Prepares travel vouchers and other related training materials. Assures documentation is provided for each voucher before submission for payment.

Prepares other documents for personnel as needed. Maintains certification and records for Certified Food Hygiene inspectors.

This position represents Environmental Public Health at County Plan Review meetings involving Environmental Public Health program areas, retrieving necessary information for future permitting.

This position is responsible for record management / destruction for Epidemiology and Environmental Public Health Sections.

Performs all other duties as assigned in support of the Agency’s mission and vision.

Required Knowledge, Skills, and Abilities :

  • Ability to appropriately interact and communicate orally and verbally with the public.
  • Ability to reduce complex rules to understandable terms.
  • Ability to take the knowledge learned from past experiences to resolve unique problems.
  • Broad knowledge of biological, chemical, and environmental concepts and resulting impacts and / or threats to public health.
  • Ability to cross lines of department sections in communication as well as advanced clerical skills.
  • Ability to work independently.
  • Must have at least 6 months of clerical work experience. Vocational / technical training in secretarial science or office / business studies can substitute at the rate of 60 classroom hours for each month of the required work experience.

Qualifications :

  • Must become certified as a Food Inspector (CEHP) with 6 months of employment. Must attain a Certified Pool Operator status within 10 months.
  • Bachelor’s degree or major coursework in public health, environmental science, environmental health, or a physical or biological science.

Major coursework must have at least 30 semester hours or 40 quarter hours of coursework in science.
