This is a professional position which requires the incumbent to plan, coordinate and provide the Flagler CHD ESF 8 preparedness and response efforts in to ensure the county is prepared to respond to emergencies, recover, and mitigate against the impact of the emergency. Along with responsibility as the Public Information Officer to have community relations, media relations, public relations and information, creating awareness and understanding among the people served. The incumbent will directly report to the Administrator of the Flagler CHD.

Develop, facilitate, and manage all emergency response plans that are specific to the operations of the Flagler County Health Department role and function that focus on the various emergencies. Organize and provide local ESF8 Emergency Response activities in coordination with state and local Emergency Operations Centers (EOC’s), according to the provisions of the CEMP, COOP and ESF8 Emergency Response Plans. Initiate and provide assistance in joint planning, training, and the development of exercises for the response of EMS, Emergency Management, HazMat, hospitals, DMAT and public health personnel. Complete multi-year training plan that outlines county priorities for public health and medical plan development with anticipated dates of completion, including ICS, ESF8; to staff, community partners, and supporting agencies. Document local and regional planning sessions with community, public health and medical partners, which should include meeting minutes, planning correspondence, agendas, and contact lists. Attend and actively participate in community preparedness committees to provide input and coordination of plans. Develops, plans, and coordinate emergency response exercises (Table Top, Full Scale Exercise) in conjunction with the local emergency operations, that are designed to assess and evaluate the various preparedness plans. Maintain and update the public health preparedness inventory list of supplies on a quarterly basis. Serves as the lead for the Project Public Health Ready re-accreditation process, through the compilation of data, provision of resources and the submission of the document. Responsibilities include provision of technical assistance and planning consultation to ensure compliance with federal, state and local emergency plans; technical assistance in the development and implementation of table top and field exercises; and the development and implementation of mutual aid and “Emergency Management Assistance Compact” agreements.Lead Manager for Ever bridge emergency notification system. Assist with MRC Volunteer Program as needed. Complete and monitor budget for Preparedness Program. Coordinates training needs assessment with local senior nursing staff. Participate, plan develop, and/or coordinate local exercises as needed or assigned to enhance preparedness efforts, especially those relating to special needs shelter activities. Incumbent actively participates in SpNS planning and operation at the FDOH Flagler County with the development and sustainment of standardized and comprehensive approach to SpNS operation that ensures continuity in services and quality care to clients, care givers, and staff during their stay in the Special Needs Shelter.

Develops, implements, and evaluates annual public information and public relations business plan based on agency’s strategic plan. Ensures local agency Public Communications Plan/All Hazards Plan are up to date and accurate including but not limited to annexes such as contact lists/databases.

Supervision of Public Information Specialist to include but not limited to:

  • Develops, implements, and evaluates annual public information and public relations business plan based on agency’s strategic plan.

Supervision of Senior Health Educator:

  • Facilitate the DSMES Program by developing and initiating outpatient core curriculum structure for DSME

program by hosting classes and individualizing patient education.

  • Prepare and submit annual status reports, ensures compliance with agency guidelines and maintains and

monitors department budget.

  • Participate in community outreach to market, promote and recruit. Develops handouts, trainings, policy and procedures.

Serves as the CHD Information Security Coordinator – Key Custodian. Develop and established local policies and procedures dealing with information security. Investigates possible security breaches and reports to proper authorities. Issues directives and policies on information security. Serves as Team Leader for Information Custodians. Completes annual risk assessment. Confidential Data Set Access: Social Security Data, Human Resources Data (volunteers MRC-FDLE), Personnel Health Records, Clinical information for Services and Administrative

Serves as designated Safety Coordinator. Develops safety procedures, reviews safety inspections and workplace accident report, completes annual reports. Ensures drills and site safety checks are complete. Reviews monthly worker’s compensation reports. Facilities liaison for sites.

Schedules bi-monthly PMS meetings, takes minutes and works with Administrator to prepare agenda. Performs other duties as assigned by Delegated Authority. Other duties as assigned.

Required Knowledge, Skills, and Abilities:

Incident Command System (ICS), Incident Management System (IMS), Comprehensive Emergency Management Plan (CEMP) and the Emergency Support Function (ESF) Structure. Ability to communicate effectively. Ability to conduct trainings to staff and community partners. Ability to utilize computer for specialty software. Ability to establish and maintain effective working relationships with others. Conduct news article interviews, coordinate press conferences and use independent judgment in handling these tasks.

Qualifications:

Minimum

This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural?

Do you have a minimum of 1 year experience in developing, facilitating, and managing emergency response plans specific to the operations of various emergencies?

Have you worked at an ESF 8 preparedness and response desk at a local Emergency Management Facility?

Do you have a minimum of 2 years’ experience in managing or supervising employees?
