Your Specific Responsibilities:

This is a highly responsible supervisory position in the Bureau of Family Health Services, reporting to the Executive Community Health Nursing Director of Adolescent & Reproductive Health Section. This position encompasses complex administrative, supervisory, technical, and consultative work.

Responsible for the ongoing activities of the Title X Family Planning (FP) program, assigned employees, and assigned related programs and projects. Coordinates and assures the provision of accurate and up to date technical assistance and monitoring of services for compliance with state and federal guidelines. Ensures that processes are in place to analyze data and trend related to the health of the infants and women of reproductive age; and identifies solutions that could improve services and systems throughout the state. Responsible to maintain accessible files that can be referenced and retrievable by self and School, Adolescent & Reproductive Health staff.

Responsible for quality assurance of county health departments for Family Planning services throughout the lifespan, including preconception and interconception care and pharmacy program, data collection and analysis. Acts as the lead contact for Family Planning services in the state. Provide consultation and technical assistance to staff county health departments, contract providers, and others as requested in matters related to comprehensive reproductive health services in the area of public health nursing and or other area as assigned responsibility and as requested.

Reviews on a regular basis, infant, maternal and reproductive health and other health related materials that impact policy and program development, including attending conferences and seminars to enhance knowledge base. Responds to requests for information regarding the operation of Adolescent & Reproductive Health Section. Participates in designing, developing, documents and reports, and implementing services related to reproductive health and nursing issues.

Develops, coordinates and conducts processes to assure high quality training on reproductive health topics is provided to county health departments (CHD), Family Planning providers, and community stakeholders across the state through a variety of training opportunities including web based, written, telephone conference calls and live presentations or conferences. Facilitates training programs, workshops or seminars for CHD and Family Planning staff, providers, and the community to build capacity and integrate a variety of topics and services affecting infants, children and women of reproductive age. Supervises central office staff that provide training.

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Assists in designing and developing documents and reports, and implementing services related to reproductive health, maternal child health, pharmaceutical and nursing issues, as assigned. Participates in analyzing data and trends related to the health of the infants and women and men of reproductive age in order to improve services and systems throughout the state. Assists with the analysis and reports of proposed legislative bills, budget, issues, grant applications, and research relevant to reproductive health and nursing.

Serves leads and/or participates on Adolescent & Reproductive Health interdepartmental and intradepartmental workgroups and meetings related to the planning and development of new and or expanded reproductive health initiatives providing technical assistance and serving as a liaison with other agencies and organizations. Assists in the development of policies, protocols, standards, and guidelines and any other documents necessary for the administration and implementation of reproductive health services. Performs other duties and responsibilities as may be assigned or required, utilizing knowledge of the basic principles and practices of public health and standards of nursing care.

Required Knowledge, Skills, and Abilities:

Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of nursing practices; Knowledge of program coordination and evaluation techniques. Ability to plan and develop programs or program components; Ability to maintain effective working relationships; Ability to understand and apply applicable rules, regulations, policies and procedures; Ability to communicate effectively verbally and in writing; Ability to review, analyze and evaluate data; Ability to present information in a concise and organized manner; Ability to prepare various reports.

Qualifications:

Registered Nurse license required, FS 464. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. The incumbent may have access to records containing social security numbers in the performance of job duties. Ability to travel within and outside the state of Florida. Assigned Purchasing Card responsibilities. Purchasing- This position is responsible for the preparation of purchasing and the approval of purchasing.
