Position Overview and Responsibilities:

The Department is seeking a highly motivated professional to serve as an Accountant II in the Bureau of Financial and Fiscal Management.This position is essential to ensuring that state funds are accounted, reported, and monitored in accordance with state and federal laws. The incumbent would be responsible for receiving all revenues and disbursements in the unit, which include maintaining and updating electronic files for tracking receipts, processing, and resolution and managing the in-person exchange of documents with the outsourced benefit manager. Tracking the receipt, review, and submission/receipt to/from the Department of Financial Services (DFS) of premium contributions paid by Journal Transfers. The incumbent would maintain and reconcile vital daily, weekly, and monthly accounting and fiscal records. The responsibilities of this position have been developed to ensure compliance with acceptable accounting practices, controls, and separation of duties.

Specific duties and responsibilities will include, but are not limited to, the following:

  • Assisting the disbursement accountant III position in the unit, which would include establishing and maintaining client vendor records in the statewide vendor file, reviewing premium related disbursement request for accuracy and completeness.
  • Assisting the revenue accountant III position in the unit, which would include performing tasks associated with proper recording, reconciliation, posting and tracking of all revenues received by the division.
  • Reviewing state insurance program employer premium contributions paid by journal transfer and forwarding approved documents to DFS for payment.
  • Monitoring the receipt of premium payments processed by DFS to ensure posting to the appropriate trust fund.
  • Preparing detail documents for paid journal vouchers and forwards to the outsource benefit manager for updating employee records.
  • Maintaining and updating electronic files for tracking receipts, processing, and resolution of insurance premium refunds
  • Preparing bank deposits for all premium revenues received from vendors.
  • Distributing warrants and electronic funds transfer documents to the appropriate trust fund
  • Maintaining fiscal records, logs, and files.
  • Managing the daily exchange of documents with the outsourced benefit manager.
  • Receiving and distributing disbursement warrants and electronic funds transfer statements from DMS – DFS and updating tracking logs with final disposition of received documents.
  • Responsible for imaging, indexing and long-term document storage for the unit.
  • Pre-Auditing premium related disbursement request
  • Establishing and maintaining client vendor files and recording into the appropriate state accounting or payroll system
  • Preparing and distributing accounting reports as requested or required.
  • Provides cross-functional support to other DSGI work units for special projects and peak workload periods as required to support the Division’s operational needs.
  • Provides prompt, professional, and courteous customer service in response to all inquiries and requests for information received by DSGI.

Knowledge, Skills, and Abilities:

  • Working knowledge of generally accepted accounting principles and standards
  • Data entry into various computer systems and applications
  • Ability to interface with agency personnel, university personnel and benefit only customers.
  • Strong organizational skills
  • Ability to utilize problem-solving techniques.
  • Ability to work independently and in a team environment.
  • Ability to plan, organize and coordinate work assignments so that deadlines are met.
  • Proficiency in using Microsoft Offices suite.

Minimum Qualifications:

  • Two years of professional or non-professional accounting experience or any combination thereof and up to 60 semester or 90 quarter hours of college education provided such education includes two courses in accounting.
  • Proficiency in using Microsoft Office, Word, and Excel.
  • Excellent analytical skills.

Preferred Qualifications:

  • Bachelor’s degree or higher education from an accredited college or university with a major course of study in accounting, finance, business, or risk management.
  • One year of professional accounting experience with the State of Florida.
