Your Specific Responsibilities:

This is a highly responsible position requiring extensive knowledge of Reemployment Assistance law and department procedures relating to the Reemployment Assistance program. The person in this position is responsible for providing instructions and taking necessary actions with the ability to plan, organize, and coordinate work assignments and work cooperatively with others. The performance of these functions and their coordination requires consistency and efficiency of operations.

“Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

Supervises and assists subordinates with the resolution of the more difficult or unusual programmatic and technical problems and coordinates unit activities in connection to reemployment assistance appeals and claims. Motivates, trains, and evaluates associates. Responsible for authorization of leave and attendance records. Prepares position descriptions, performance appraisals, and procedural changes due to changes in the work of the unit, the Reemployment Assistance law and department rules. Attends, conducts, organizes and/or participates in workshops, studies, conferences, and staff meetings.

Works with representatives from other program areas as needed to resolve issues relating to the Reemployment Assistance program. Identifies and analyzes problem areas and recommends any changes needed to improve and streamline existing procedures.

Supervises and coordinates unit activities relating to specialized work assignments and other related work as required including the preparation of reports, project analysis and correspondence. Prioritizes work and delegates responsibility of assignments to ensure accuracy, efficiency, and completion of work by deadlines. Reviews and evaluates sub-unit work to determine if all work is following established standards.

The duties also include oversight of reports for the Reemployment Assistance Appeals, including, but not limited to, internal and federal reports, appeals operational reports and reports for special programs such as Trade Readjustment Act, Extended Benefits, Emergency Unemployment Compensation, Disaster Unemployment Assistance, Short-Time Compensation, and other special programs. The incumbent is responsible for ensuring that appeals are properly and timely documented, entered in the computer data base, examined for correctness and legibility, and accurately and timely docketed or routed to the appropriate area. The incumbent is responsible for ensuring staff adheres to proper confidentiality and public record requirements and proper handling of correspondence and claimant and employer requests.

  • Ability to collect and analyze data relating to the management of a reemployment assistance program.
  • Ability to deal with the public in a courteous, tactful, and effective manner.
  • Ability to prepare reports relating to a reemployment assistance program.
  • Ability to work independently.
  • Ability to solve problems and make decisions.
  • Ability to develop training materials and train others.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.

The Work You Will Do:

The incumbent in this position supervises the intake and processing of correspondence for the Office of Reemployment Assistance Appeals, including supervising the Appeals Clerk’s Office associates. The supervisor is directly responsible for staff training and evaluation, as well as process improvements. The supervisor is responsible for ensuring that staff adheres to proper confidentiality and public record requirements.
