THE ROLE The DAS RECS division is seeking an HVAC Engineer (Professional Engineer) to review complex construction documents (project manual and construction drawings) for all the Department’s over $1B in active design and construction projects, influencing and ensuring both minimum standard of professional care as well as compliance with state quality standards for construction. This includes the responsibility of: Reviewing plans and specifications prepared by outside engineers for conformance with Department quality and building component standards, overall standard of care, and Agency or State high-performance and sustainability requirements. Executing detailed peer reviews of designed systems developed by professional licensed consulting engineers ascertaining appropriateness for use in state buildings as well as proper coordination and accuracy. Maintaining and improving standardized design and sustainability requirements for State building construction. The successful candidate will positively impact the State of Connecticut’s efforts to achieve sustainability goals through influence on related energy and decarbonization standards, interfacing with GreenerGov CT by representing the office at the interagency Technical Advisory Committee, and also managing energy related building efficiency and decarbonization measures. Additionally, the HVAC Engineer (Professional Engineer) will have the responsibility to oversee external design consultants on engineering and master planning studies, as well as to support internal project management staff with technical engineering issues. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Division of Construction Services this class is accountable for performing as a professional engineer in the execution, design, analysis and coordination of work pertaining to all phases of design and planning for state buildings and institutions.

EXAMPLES OF DUTIES

Review plans and specifications prepared by outside engineers for conformance with Department quality and building component standards, overall standard of care, and Agency or State high-performance and sustainability requirements; Execute detailed peer reviews of designed systems developed by professional licensed consulting engineers ascertaining appropriateness for use in state buildings as well as proper coordination and accuracy; Maintain and improve standardized design and sustainability requirements for State building construction; Provide support and respond to inquiries related to engineering systems for complex statewide projects, including analysis of design problems and recommendation of solutions; Oversee work of external consultants for engineering or master planning studies; Remain current with engineering principles, practices, and sustainable building design and construction; May assist in supervising construction projects; May also perform specialized duties in development of project design and preparation of plans and specifications for state buildings and institutions; Perform other related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply principles, practices and methods of engineering as applied to building construction;� latest engineering principles, techniques and procedures employed in the engineering field;� Knowledge of engineering software and computer applications;� methods and equipment used in engineering construction and of inspection methods used in reviewing such work;� the principles, practices and techniques relating to construction project management and contract administration;� Considerable interpersonal skills;� oral and written communication skills;� Considerable ability to analyze and review engineering reports, plans and specifications;� interpret and apply principles of information systems and technologies;� Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience as a project engineer with full responsibility for the engineering design of major building projects.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree program in engineering. A Master's degree in engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience performing digital reviews of contract documents for new building and major renovation projects with a focus on mechanical systems. Experience analyzing energy efficient and decarbonized building systems design for commercial and institutional projects. Experience developing and maintaining minimum or standardized design requirements for building construction. Experience developing and overseeing master planning and pre-design studies relating to the engineering disciplines. Experience with nationally recognized codes and standards for sustainable building construction.

SPECIAL REQUIREMENTS

Incumbents will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a State of Connecticut Professional Engineering license. Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from site environments and to some discomfort from year round weather conditions.
