The Member Content Strategy & Compliance Unit with the Policy, Communications & Administration Office (PCA) exists to create and manage content solutions for potential and active members of Health First Colorado and Child Health Plan Plus. The unit owns the full lifecycle of member communications on benefits and how to access care and services, including the Member Handbook and member correspondence across the Department. The unit oversees the creation, inventory, and compliance of all member correspondence subject to the Correspondence Improvement Act (25.5-4-212, C.R.S. or Senate Bill 17-121). The unit collaborates with teams across HCPF and partner organizations on implementation and quality control of official, benefits-related member correspondence and other member education materials.
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
Description Of JobThe PCA Office welcomes your interest in the Member Content Strategy & Compliance Manager position.
  • Manage a team of content creators and compliance specialists.
  • Plan, direct, and execute strategies to engage and educate current and potential members of HCPF health coverage programs. This includes research, content planning, auditing, and inventory of member content across digital and physical mediums including social media, the Health First Colorado Member Handbook, member correspondence, and other shared platforms such as PEAK, CBMS and the Health First Colorado App.
  • Develop processes and workflows to ensure compliance for all member correspondence subject to 25.5-4-212, C.R.S in collaboration with other HCPF staff.

Minimum QualificationsExperience Only:Eight (8) years of relevant experience in healthcare policy, health literacy, health equity or relevant healthcare related field. Two of these years must include experience developing goals and objectives for teams.
OREducation And ExperienceA combination of related education in public or business administration, Communications or related field, and/or relevant experience in healthcare policy, health literacy, health equity or relevant healthcare related field. Two years of these years must include experience developing goals and objectives for teams. The total of the education and experience is equal to eight (8) years

  • Supervisory/Work Lead/Team Lead Experience
  • Plain Language writing ability
  • Vendor/contract management
  • Salesforce CRM administration
  • Google Analytics
  • Experience working with Medicaid and CHP policies and programs
  • Experience with public or business administration
  • Experience managing a budget to achieve program goals and objectives
  • Prior state experience related to the duties of this position
DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
CONDITIONS OF EMPLOYMENT
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
