The Work Unit:
The Watershed and Flood Protection Section of the CWCB exists to prevent flood damages and reduce Colorado's vulnerability to property damage and loss of life, and to create feasible funding packages for flood control and drainage projects for Colorado communities. The Colorado Water Conservation Board advocates the protection, conservation, and development of the waters of the state in order to secure the greatest utilization of such waters and the utmost prevention of floods for the benefit of present and future inhabitants of the State.

* This is a Hybrid position - Work is primarily performed from a home office, however the selected candidate will at times report to the office at 1313 Sherman Street - Denver, CO for meetings, trainings and projects as directed by the supervisor.
POSITION SUMMARY: 
The Floodplain Mapping Program Manager manages CWCB’s Floodplain Mapping Program and serves as the primary point of contact for flood risk identification and communication throughout the state. This position oversees two other CWCB employees (Flood Mapping Program Assistant and Contract Administrator), manages two consultants who help with daily program operations, and relays high level information and updates to the Watershed & Flood Protection Section Chief and CWCB Director. The CWCB staff and consultants work together to manage a pool of contractor teams who complete data collection, perform the technical analysis and produce related products in partnership with communities and other stakeholders. They also work with FEMA to incorporate the regulatory products into Flood Insurance Studies and onto Flood Insurance Rate Maps. The Floodplain Mapping Coordinator serves as a staff authority on the FEMA Cooperating Technical Partners (CTP) programs (Risk Mapping, Assessment and Planning (Risk MAP) program and the Letter of Map Revision (LOMR) Review Partners Program). The ideal candidate for this position is a person who is interested in shaping the Floodplain Mapping Program to effectively and efficiently meet the goals and objectives of the program while providing leadership to communities, consultants, and partner agencies to help raise awareness of Colorado flood risk and flood-related natural hazards.
General Duties and Responsibilities:
  • Evaluate and develop policies related to flood hazard data and floodplain mapping.
  • Prepares and submits FEMA grant applications to obtain federal funding for the CTP programs included under the Floodplain Mapping Program.
  • Applies for and obtains state funding to support additional Floodplain Mapping Program projects and provide leverage for FEMA funding.
  • Monitors Letters of Map Change (LOMCs) cases with FEMA headquarters and makes recommendations for resolution of issues.
  • Collaborates with federal agencies, state agencies, and local governments in the development and review of flood hazard information (regulatory and non-regulatory).
  • Prepare bimonthly updates to the CWCB Board and monthly updates to the FEMA Mapping Information Platform.
  • Tracks metrics, progress, and expenses against FEMA grants for monthly and quarterly reporting.
  • Provide tools and processes to ensure a coordinated and consistent approach to effective outreach and stakeholder communication.
  • Provides supervision and mentorship of staff.
  • Plans, coordinates, and manages Risk Mapping, Assessment and Planning (Risk MAP) projects, as well as MT-2 reviews (to include Conditional Letters of Map Revision [CLOMRs] and Letters of Map Revision [LOMRs]), outside of the Mile High Flood District areas in Colorado.
  • Solicits, negotiates, procures, and manages contracts with technical mapping consultant firms.
  • Comfortable speaking/presenting to and meeting with a variety of audiences (property owners, communities, elected officials, special interest groups, other flood risk professionals, etc.).
  • Provides leadership in assisting communities with resources for understanding, explaining and effectively using regulatory and non-regulatory flood hazard information and products for effective floodplain management and flood risk reduction.
  • Engages with other state and federal regulatory agencies to guide policy development and criteria.
  • Leads special project efforts that help advance the practice of flood risk identification and floodplain management, including projects with multi-hazards concerns.
  • Leads and supports outreach and training efforts for communities, contractors, the public and other stakeholders.

Minimum qualifications
Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
AND Two (2) years of professional experience in civil engineering, floodplain management or an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer.

Substitutions:

  • Appropriate education above and in addition to that required for the professional engineer license will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Current or former State experience relevant to this position.
  • Five (5) or more years of professional experience in civil engineering, floodplain management or an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer. 

  • Willing to travel to various meetings in state and out.

  • Experience with developing floodplain maps and hydraulic models.

  • Experience working with large scale program management.

  • Experience with event planning for diverse stakeholders.

  • Experience helping contractors and teams create public-facing studies or research.

  • Experience with hazard mitigation including flood response. 

  • Experience working on water, flood hazard and climate issues with disproportionately impacted communities and/or indigenous communities.

  • Masters degree in civil engineering or related fields.

  • Certified Floodplain Manager certification.

  • Experience working with management of federal grants.

Conditions of Employment:

  • Colorado residency is required at the time of application.
  • Former employees of the State of Colorado MUST have concluded employment in good standing to be eligible for rehire.
  • Must be willing and able to possess and maintain a current, valid Colorado driver's license.
  • Must be willing and able to travel in-state and out-of-state as needed to meet with Board members and stakeholders, as well as for meetings and workshops
  • Must be willing and able to occasionally exert up to 20 lbs. of force to move objects
