COLORADO PARKS AND WILDLIFE

The Business Operations Unit exists to serve as CPW's business professional liaison with the Office of Information Technology (OIT), vendors, and partners for all CPW projects and services that have a technology component. This unit provides services to plan, manage, and oversee the business operations side for all technology projects and systems; provides representation and advocacy of CPW's business needs and goals; coordinates with CPW staff and OIT, Vendor and partners in the management of the agency's technology applications, technology support contracts, business data analysis; develops and manages CPW's multiple technical budgets; and ensures accuracy of invoiced services and good, coordination and support. These services are essential to CPW's mission in managing Colorado's wildlife and outdoor recreation resources now and in the future.

Description of Job

A summary of CPW Business Operations Coordinator's Financial Management responsibilities include:

* Meet with CPW Business Operations Program Manager to discuss agency needs and priorities and to request funding to address the highest priorities. Meet with OIT staff to fully discuss the funding needs for CPW billable technology projects. Informs OIT technology staff of business priorities and the funding levels that the CPW Leadership has approved.

* Have a complete understanding of CPW and DNR's financial processes and follow all required steps in these processes. This is for goods and services through various procurement paths including the Request for Proposal process.

* Provide all necessary information on the expenditures and management of the operating budget used for business projects with a technology component.

* Manage these funds and follow the CPW and DNR accounting and procurement procedures and the State Purchasing rules to make any expenditures or enter into any financial obligation.

A summary of CPW Business Operations Coordinator's Business Management responsibilities include:

* Work with CPW Business Operations Program Manager to develop the business rules and requirements for processes and systems. Have a sound understanding of the current technical systems, how they function and why these systems interconnect with each other. Serve as the Business Technical Lead for each of the new development projects.

* Serve as the Business Technical Lead when negotiating agreements and contracts with vendors that are providing or supplying IT services to CPW.

* Have the knowledge and skill set that enable elicitation, analysis, management of business requirements and have the ability to communicate these requirements to technical teams.

* Represents the business needs when planning any adjustments or enhancements to CPW's current information technology applications and systems.

* Convey the business requirements and needs to the OIT, vendor, and partners providing non-technical support and assistance for installs, modifications and to resolve technical issues for CPW.

* Meet regularly with the Business Operations Program Manager and the Section Managers and have a complete understanding of CPW's complex business and system processes and are well informed of any CPW regulatory or policy changes that may impact customers.

* Stay on top of the latest trends, approaches and new methodologies of analyzing data that will benefit and lead to the improving the efficiency and effectiveness CPW's business operations.

* Manage budget for unit with the Business Operations Program Manager.

* Fund and manage temporary employees that focus on the business operations and support functions.

* Fund and manage FTE employees focusing on technical support functions for CPW.

* Manage contract positions performing technical projects for CPW.

* Manage the routine business operations and support functions in CPW and assign tasks to business related temporary employees.

* Assist Business Operations team with all other duties, planning, and supporting CPW.

Specific duties include, but are not limited to:

Technology Resource Management

Develop strategies that effectively align business operations with technology and CPW strategic vision. Ensure the realization of strategic objectives planning, design, development, and quality of business technology services; lead technology and business resources that partner with departments and strategic vendors to provide a customer centric approach to providing technical support and solutions for CPW.

Assist in developing agency-wide technology goals, policies, priorities, systems and standards. Coordinate technological activities and programs with internal and external stakeholders including CPW Commission, agency leadership, regional management, and staff as well as OIT.

Assist in developing agency-wide technology budget aligning with forecasted project needs as well as typical operating costs. Managing resources and project to this budget throughout the fiscal year. Initializing procurement process for all technologies required by CPW, including purchase requests and contracts. Provide first level purchasing approval for technology purchases.

Oversees, coordinates and supervises the work plans of CPW temporary and/or contract employees to ensure proper completion of technological projects. Responsible for selection, training, supervision and evaluation of these employees.

Agency Business Project Management

Ensure services satisfy existing and future business requirements through establishing continuous improvement programs that include ongoing review of technological services and performance. Analyze business and system processes, maintain library of documented processes, and make recommendations for improvement. Elicit, analyze, specify, validate and manage business requirements for current and future CPW systems. Act as liaison between CPW and departments and/or vendors to implement solutions.

Serves as the staff authority for Colorado Parks and Wildlife business operations programs and projects that involve an information technology component in order to ensure actions and decisions are coordinated and supported internally throughout the agency. By developing the strategy and administrative directives, works with the CPW Business Operations Program Manager and Team and branch and regional managers to ensure consistent implementation and delivery of business operations programs and activities. Assist the CPW Leadership Team and agency management in presenting and advocating strategic program goals and activities internally and externally.

Data Governance

Ensure the usefulness of data for CPW including overseeing data transformations, monitoring data flow withing the organization, and designing data models. Planning, implementing and maintaining data repositories with CPW technical partners. Enable data analytics for decision-making and maintaining data integrity by tracking data lineage throughout the organization to make sure that the data is credible, relevant, and updated.

OIT Liaison for CPW

* Single point of contact for CPW employees regarding technology issues and projects

* Representation at an operations level for CPW ensuring adequate understanding of business needs and technology and the interdependencies of each system

* Ensure CPW business/technologies support and the interface between is provided

Acts as the OIT technical liaison for CPW day-to-day operations and projects. Acts as a point of contact for the Parks and Wildlife program units respectively for technical, service, project, and other requests. This function provides the streamlined communication channel between OIT and the CPW Leadership Team, Commissioners, Technologies staff, as well as for custom CPW applications and programs.

Many CPW projects require an interface with OIT and Contractor. Gathering the correct OIT resources necessary to implement a project is a common but important task. Many day to day tasks as well as projects require an OIT Liaison.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

At least three years of professional experience in IT Systems or Application Management, supervision of technical teams or vendors an occupational field related to the work assigned to the position AND at least a bachelor's degree in Computer Science, Information Technology, Computer Engineering, Software Engineering, Management, or related fields from an accredited institution, preferably in a field of study related to the work assignment

Preferred Qualifications

* Current or former State experience relevant to this position

* Current or former Colorado Parks & Wildlife work or volunteer experience

* Multiple years of experience in software development, IT Project management, and/or application management. This experience could include being in roles such as software developer, systems anayst, or IT Project manager or other relevant roles.

* Strong technical skills in areas such as software development methodologies, database management, and/or IT infrastructure.

* Knowledge of industry standards, best practices related to the technology ecosystems including privacy and data protection.

* Experience with project management methodologies and tools to be used in planning, executing and tracking the progress of projects.

* Ability to stay current with emerging technologies, trends and best practices and how they can be implemented in CPW's environment to meet business needs.

Required Competencies

* Ability to work with business teams as well as technical teams and bridging the business and technology gap with groups.

* Adept in identifying and solving complex technical and business problems as they arise in all stages of the software development lifecycle.

* Have an customer-centric mindset, understanding the end-users and stakeholders and ensuring that applications meet their requirements

* Experience with project management methodologies and tools to be used in planning, executing and tracking the progess of projects.

* Strong written skills with an understanding of legal and regulatory concepts and language

* Excellent organizational and time management skills

* Ability to work effectively with people from diverse backgrounds.

Conditions of Employment

* State of Colorado residency is required at the time of application.

* Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.

* Required minimal (1 or < times per month) travel around the state for CPW work.
