Department of Natural Resources, Executive Director's Office
This position is located in the Executive Director's Office of the Colorado Department of Natural Resources. EDO exists to guide and supervise the activities of the eight Divisions within DNR in the development, preservation and enhancement of Colorado’s natural resources for the benefit and enjoyment of its citizens – both now and in the future.
The purpose of the work unit is to ensure all department financial entries are processed timely and appropriately in accordance with Generally Accepted Accounting Principles (GAAP), all State Fiscal Rules, Procedures, Statewide and Departmental Policies & Procedures, as well as various Federal Laws & Regulations. Work unit exists to support departmental and division management directives while processing required vendor payments, interagency payments, and revenue transactions. Proper recording ensures accurate and reliable reporting. The responsibilities include, but not limited to ensure all revenues and expenditures are properly recorded within the Colorado Legislative Long Bill and Colorado Revised Statutory Appropriations and against management budget. The unit oversees grant recording and revenue earning which is tied to expenditures and grant billing. The unit maintains the Department’s Capital Assets database and prepares all entries related to capital assets. The unit is responsible for testing division internal controls and coordinating internal and external audits related to fiscal management. In addition, the unit provides technical accounting support to the Department users of CORE and InfoAdvantage.

Description of Job

This position exists to ensure that grants are reported and billed in accordance with specific requirements, federal laws, rules and regulations, GAAP, and other applicable statutes, regulations and policies; to develop and maintain spreadsheets and database to achieve informational, control and/or reporting requirements for grants. This position also has other general accounting duties such as accounts payable/receivable.
Position duties include but are not limited to:
  • Review, analyze and approve CORE accounting grant related transaction documents and accounting subsystem reports for items submitted to the Accounting section by Division staff including federal grant documents, journal entry documents and cash receipts, ensuring that transactions are in compliance with Generally Accepted Accounting Principles (GAAP), state fiscal rules, Department policies & procedures, 2 CFR 200, and administrative rules (authoritative guidance).

  • Research, analyze and resolve any issues as required regarding federal grants, the financial statements, and reporting of the grants.
  • Respond to division staff to answer questions, explain/correct problems and provide information to assist them in providing accurate transactions and reporting in the future.
  • Assist in preparation of annual closing entries for year-end exhibits and the annual financial audit.
  • Review and analyze reconciliations or transaction detail for various Balance Sheet accounts in CORE for the divisions.
  • Analysis, research and decision making regarding revenue and expenditure accounts.
  • Work with Divisions to analyze, review and make decisions regarding and record program reclassification entries for advances and grant closeouts.
  • Technical expert for the federal ASAP cash management system and various other federal grant systems.
  • Continually reconcile the federal cash management system to the accounting budgets in the State Cost Accounting subsystem to ensure federal funds are available; resolve and issues identified during this process.
  • Investigate identified problems and work with division staff to process corrections. Prepare reports as needed.
  • Review and analyze financial records related to accounting transaction issues, determine underlying processes and possible reasons for results (errors).
  • Compile and present findings along with recommendations, including changes to prevent future issues and create potential policy changes.
  • Training department staff on a variety of federal grant topics.
  • Communication with division accounting staff to inform them of changes/additions to rules & regulations explain to division staff changing procedures & policies, interpret fiscal/departmental/state rules and regulations.

Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to
this position
OR
Education and Experience:
A combination of related education (coursework requires 27 semester hours
completed in accounting or auditing) and/or relevant experience in an occupation
related to the work assigned equal to six (6) years
Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for
six (6) years of the requirement

The distinction between technical accounting and professional accounting is that technical accounting is more transaction-oriented and consists of processing, recording, classifying, verifying, reporting, and applying established, standard guidelines. Professional accounting, on the other hand, consists of evaluating theories, concepts, and principles, evaluating objectives of substitute standards, performing risk assessments, and an understanding of the full-scope of the process including the structure and controls of the process. The interpretation of possession of qualifications will be applied consistently throughout the review of applications.
Preferred Qualifications:
  • Proficiency in Microsoft Excel (Including pivot tables)
  • Proficiency in Microsoft Excel Experience in CORE or similar accounting software
  • Experience in grant accounting
  • Knowledge of and experience with State Fiscal Rules.
  • Knowledge of Generally Accepted Accounting Principles.
The current work arrangement for this position is as follows:

  • This is a Hybrid position - Work is primarily performed from a home office, however the selected candidate will at times report to the office at 1313 Sherman Street - Denver, CO for meetings, trainings and projects as directed by the supervisor.
