Description of Job

The Innovation, Strategy, and Delivery (ISD) division employs standard software development life-cycle methodology and tools to facilitate the gathering of business requirements that will allow our business partners to successfully meet the initiatives set for DOR using the technology resources available.
What we do:
The Delivery - Data and Integrations work unit is a newer team that maintains the ownership of the platforms and solutions providing critical functionality to DOR business units. The team works jointly with vendors and business partners to ensure the solutions are operating as needed and to facilitate change and fixes when they are not.
The typical day as a Data Operations Manager:
This new position will be the critical interface between business units and the data and integration team with regards to platforms and solutions for DOR. This position partners with vendors, developers, other State agencies and DOR stakeholders to design and implement changes to data platforms and provide solutions. Experience with SQL servers, extract, transform and load (ETL), and being adept at problem solving technical and data issues will be critical in this role. Primary Duties:

  • Programming in and extracting data from data sources while creating processes and implementing tools as necessary.
  • Designs and implements full lifecycle back end to front end data solutions using multiple data sources.
  • Updates data assets on a routine basis and reviews data to ensure accuracy as well as conformity with applicable regulations.
  • Assists business stakeholders in creating, maintaining and sharing base tables necessary for reports as needed by the department
  • Researches and identifies software or hardware needed for data systems and ETL work.
  • Troubleshoots complex errors in data integration processes and coordinates with stakeholders to resolve issues.
  • Uses data visualization tools to create data visualizations while conforming to department standards.
  • Designs communication plans across different audiences for different products related to data visualization.
  • Creates ad-hoc reports or data visualizations.
This position will occasionally report to the Lakewood office for in person meetings or training.

MINIMUM QUALIFICATIONS:
Must meet one of the following or any combination of experience/education to meet the minimum (MQ) qualifications:

OPTION 1:
7 years of experience working in a data operations environment (data analyst, data reporting, data engineering), SQL, Python or R (or other data science tools) experience, and/or SDLC experience. The experience may include a demonstrated ability to automate data flows across multiple systems.

OPTION 2:
Bachelor's degree from an accredited institution in a field of study related to the work assignment (data science, computer science, data analytics, data engineering)
AND
3 years of professional experience working in a data operations environment (data analyst, data reporting, data engineering), SQL, Python or R (or other data science tools) experience, and/or SDLC experience. The experience may include a demonstrated ability to automate data flows across multiple systems.

OPTION 3:
A combination of related education (data science, computer science, data analytics, data engineering) and/or relevant experience working in a data operations environment (data analyst, data reporting, data engineering), SQL, Python or R (or other data science tools) experience, and/or SDLC experience to equal to seven (7) years.

Preferred Qualifications:
  • Experience with Microsoft SQL Server or oracle databases
  • Experience working in CO state government in a technical position or working with DOR programs (DMV, TAX, etc.)
  • Experience with ETL tools (AWS Glue, GCP Dataflow, etc.)
  • Experience with Business Intelligence tools (Tableau, Power BI, Looker, etc.)
  • Experience with automating data flows across multiple systems and ETL processes
  • Experience with Data Modeling methodologies and frameworks
  • Demonstrated ability to problem solve
  • Experience in working with non-technical audiences and technical audiences
  • Experience pulling data reports and managing dashboards
  • Experience communicating data findings to various audiences/breaking data information down into an easy to understand format
  • Proficiency with Google Suite and Excel
Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
