Job Description

Are you a dynamic leader seeking an exciting challenge? The Department of Natural Resources, Division of Mining, Land and Water (DMLW) is looking for a highly motivated individual to join our senior leadership team as the Natural Resource Manager 3. In this role, you will lead, inspire, and collaborate with a team handling a diverse and demanding workload within an energetic environment. As the Northern Regional Manager for the Lands Section, you will oversee approximately 19 staff members, including 4 direct reports. Your responsibilities will include developing, directing, coaching, mentoring, and supervising staff while managing the processing of land and resource authorizations and land stewardship activities in Northern Alaska. Mission and Culture
The Department of Natural Resources' mission is to "develop, conserve, and maximize the use of Alaska's natural resources consistent with the public interest." This mission underpins the work of the Division of Mining, Land and Water (DMLW), which manages approximately 100 million acres of state-owned upland and 60 million acres of tideland and submerged land. The Northern Regional Manager plays a crucial role in guiding a team of professionals through complex decisions authorizing the appropriate use and development of these lands.
 
Based in Fairbanks, the Northern Regional Manager is responsible for the land operations for the northern region and serves as the division’s representative, requiring strong networking and communication skills to engage with a wide range of stakeholders, including public agencies, boroughs, cities, native corporations, interest group leaders, and the general public. Success in this role requires a deep understanding of Alaska’s geography, industries, culture, and special interests, as well as the ability to navigate a diverse array of issues and requests from both industry and the public. The position also demands a thorough knowledge of applicable statutes, regulations, policies, attorney general opinions, and case law, given the wide range of authorizations managed by the office. Core Responsibilities 
As the Northern Regional Manager, the incumbent's key responsibilities include overseeing the Northern Region Land Section staff across a range of land and resource management programs. As a member of the division’s senior management team, they assist in developing policy and providing guidance to staff. The role also involves practicing sound fiscal management to maintain an operating budget, coordinating efforts with various state agencies and political subdivisions, and responding to requests from communities, boroughs, native corporations, industry representatives, special interest groups, the legislature, and the general public. Additionally, they help guide and enhance staff efficiencies through a variety of initiatives.

The Working Environment You Can Expect
This position has a private office at 3700 Airport Way in Fairbanks. Core office hours are 8:00 AM-5:00 PM Monday through Friday, with an 8-hour daily work schedule and limited telework. The daily routine consists of collaboration on projects in all forms, decision-making, mentoring, and policy discussions. The Northern Regional Land Office is a friendly and dynamic work environment.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:

  • Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Environmental Science: Knowledge of the interdisciplinary concepts, principles, theories, and methods of investigating the natural and physical environment, including examination of ecology, biology, physics, chemistry, plant science, zoology, mineralogy, oceanography, limnology, soil science, geology and physical geography, atmospheric, and other related sciences in the protection and improvement of the environment and its resources.
  • Influencing/Negotiating: Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals.
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Vision: Understands where the organization is headed and how to make a contribution; takes a long- term view and recognizes opportunities to help the organization accomplish its objectives or move toward the vision.

Education in a natural resource field, law, public administration, planning or economics and/or progressively responsible professional experience or managerial experience in natural resource management.

Definitions:

“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

“Qualified” means is assessed to credibly possess the competencies needed to learn the job in a reasonable period.

“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.

Special Note:

For purposes of the minimum qualifications, natural resource management is defined as the management of the land, water, mineral, forest, oil, gas, agricultural, archaeological, natural and cultural history, park, and related surface and subsurface resources. Experience or education in natural resource management means involvement in the above resources exclusively. Those with experience or education in managing these resources may specialize in different management functions (for example, planning, regulation, research or title). All of this experience is applicable to the natural resource management definition. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.
