This position is open to Alaska Residents only.Please check our residency definition to determine if you qualify.This position is being recruited for in Anchorage, Soldotna, Fairbanks, or Juneau.Pay will be determined based on location of selected individual. Anchorage and Soldotna salary: $3,152.80Fairbanks salary: $3,247.20Juneau salary: $3,310.40 What you will be doing: The Contaminated Sites (CS) program is looking for a Program Manager to lead a site cleanup unit focused on private and civilian federal contaminated sites and oversee the Underground Storage Tank unit. This dynamic position coordinates contaminated site investigation and cleanup activities with civilian federal agencies and private entities operating on Alaska’s North Slope and across the state. This position supervises a team of six project managers and participates in overall program management activities including the development of guidance and regulations.Our organization, mission, and culture: Our program’s mission is to protect human health and the environment by identifying, overseeing, and conducting contaminated site cleanups throughout Alaska. We work with responsible parties and stakeholders with various backgrounds and interests including industry, tribes, local governments, citizen groups, and others to ensure contaminated sites are properly cleaned up and managed in accordance with Alaska regulations. From the corner gas station to the North Slope oilfields and across the varied landscapes of Alaska, the CS program and our dedicated team of professionals works to keep the public informed of issues in their communities and to provide clear guidance and direction on contaminated sites to the regulated community.The benefits of joining our team: There are many benefits to joining the CS team including a positive work atmosphere with dedicated professional staff and opportunities for advancement and continuing education. Part time telework is an option upon approval.We are looking for a candidate that has experience in the following areas: Successful candidates will have the following knowledge, skills, and abilities: Professional level experience and a thorough understanding of contaminated sites regulations, guidance, and policies that are the basis for contaminated sites characterization and cleanup activities in Alaska.Strong written and verbal communication skills, including the ability to explain technical concepts to a non-technical audience.Strong supervisory and mentoring skills and an ability to work with people of varying expertise and to help them achieve their full potential.An ability to work collaboratively and lead a team to solve complex challenges.An ability to understand technical scientific principles and discuss them with other professionals and to explain such principles to non-technical individuals.Special Notice: Valid State of Alaska Driver's License is Required (required by ADOT).Current HAZWOPER Certification is Required (per 29 CFR 1910.120). EXAMPLE OF DUTIES
Any combination of education and/or experience that provides the applicant with the following competenciesScientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).Performance Management - Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.Equivalent to those typically gained by: A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.ANDAdvanced professional experience in environmental regulation compliance, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or evaluating the potential environmental and socioeconomic impacts of construction projects; preparing environmental documentation; and determining, negotiating, and monitoring permitted activities.
