Job Description

This position is open to Alaska Residents only.
Please check our residency definition to determine if you qualify.
This position is being recruited for in Anchorage, Soldotna, Wasilla, Fairbanks, Juneau, or Valdez. 
Pay will be determined based on location of selected individual.
Anchorage, Soldotna, Wasilla salary: $3,420.75 biweekly
Fairbanks salary: $3,523.50 biweekly
Juneau salary: $3,591.75 biweekly
Valdez salary: $3,797.25 biweekly
 
What you will be doing:
The work involves the application of fundamental knowledge of diverse engineering disciplines, especially mechanical or civil engineering, including a specialized branch of corrosion control, within an integrated team of committed professionals in the complex world of oil spill prevention. An Alaska Professional Engineer license is not required for this position.
This recruitment could be used to fill more than one position.
The primary responsibilities of this position include:
  • Performing engineering peer reviews of work submitted to the Department to ensure consistencies with codified industry standards and recommended practices, such as API Standards 653, 570, 650, ASME B31.3/B31.4, and NACE SP 0169/0193.
  • Preparing concise written evaluations of engineering designs/drawings, integrity, and corrosion control (such as cathodic protection) reports for internal use.
  • Providing subject matter support to Program staff in reviewing and approving of Oil Discharge Prevention and Contingency Plan (ODPCP).
  • Assisting in inspection of regulated facilities as requested.
  • Recommending referrals to outside subject matter experts and serve as the project manager for technical professional services contracts.
  • Providing engineering supports within the Incident Command System during oil spill incidents.
  • Taking on other special projects or duties as assigned.

If selected, the successful candidate will be contributing to the overall efforts of working with plan holders in protecting the environment by ensuring the integrity of the infrastructures that are crucial to the wellbeing of Alaska.

The working environment you can expect:
This position may be stationed in Anchorage, Fairbanks, Juneau, Soldotna, Valdez, or Wasilla. depending on the location of the successful applicant. Although most of this position’s functions are performed in an office setting, the incumbent supports the Prevention, Preparedness and Response Program statewide, as such, travel by small aircraft and boat may be required. Travels may include locations from the major North Slope oil fields to small communities of throughout Alaska. You will be required to wear personal protection equipment as appropriate in compliance with worker safety requirements; (i.e., hardhat, protective clothing, or footwear).
We are looking for a candidate that has experience in the following areas: 
  • Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with State and federal laws, regulations, and guidance.
  • Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  • General Engineering: Knowledge of the concepts, principles, and theories of engineering and their practical applications.
  • Analytical Thinking/Problem Solving: Uses a logical, systematic, and sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Environmental Engineering: Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.

Minimum Qualifications

An ABET-accredited bachelor’s degree in engineering.

AND

Two years of engineering experience as an Engineering Associate 1 (or the equivalent) with the State of Alaska or elsewhere.

Or:

A non-ABET-accredited bachelor's degree with a major in engineering.

AND

An Engineer-In-Training (EIT) certificate issued by a state or the National Council of Examiners for Engineers and Surveyors; or verification of passing the Fundamentals of Engineering (FE) examination.

AND

Two years of engineering experience as an Engineering Associate 1 (or the equivalent) with the State of Alaska or elsewhere.

Or:

An ABET-accredited master’s degree in engineering.

AND

One year of engineering experience as an Engineering Associate 1 (or the equivalent) with the State of Alaska or elsewhere.

Special Notes:

"ABET" means Accreditation Board for Engineering and Technology per 12 AAC 36.990(7).

Some positions require the incumbent to have specific education and/or experience in a particular branch of engineering. This requirement will be addressed in the Position Description and job posting.

      • Working experience in pipeline preventative maintenance and corrosion control relating to ASME B31.4 or other industry standards.
      • Working experience with regulations such as the Alaska Oil Pollution Prevention regulations, the Oil Discharge Prevention and Contingency Plan (ODPCP), the US EPA spill prevention, control, and counter measure (SPCC) plan, the USDOT Pipeline Safety Regulations or other states/federal regulations, and
      • Industry certifications, such as AMPP (formerly NACE), API, STI, ASNT, or AWS.
