WHAT YOU WILL BE DOING:
Criminal Intelligence Analysts serve as subject matter experts who access a range of public, law enforcement, classified applications, information systems, and databases to perform and/or supervise the investigation, compilation, verification, analysis, development, and dissemination of a broad spectrum of strategic and/or tactical intelligence support and coordination to multiple jurisdictions of law enforcement and other public protection agencies related to the activities and associations of suspected and known criminals and criminal organizations. Criminal Intelligence Analyst 2 is the journey level professional analyst responsible for performing and providing the full spectrum of strategic and/or tactical intelligence analysis, support, and coordination related to the activities and associations of suspected and known criminals and criminal organizations.

OUR ORGANIZATION, MISSION, AND CULTURE:
The mission of the AKCIC is to collect, evaluate, analyze, and disseminate information and intelligence data regarding criminal and terrorist activity in the State of Alaska, while following appropriate privacy and civil liberties safeguards to ensure that information privacy and other legal rights of individuals and organizations are protected. AKCIC Criminal Intelligence Analysts support law enforcement agencies in their effort to identify, disrupt and/or dismantle drug trafficking organizations, criminal groups and individuals, and other organized criminal elements operating in Alaska by actively collecting, analyzing and disseminating information on the targets of investigations and on the scope and dynamics of criminal activity. Criminal Intelligence Analysts perform investigave support functions for ongoing criminal investigations.

THE WORKING CONDITIONS YOU CAN EXPECT:
This position is assigned to the Alaska Criminal Intelligence Center and serves as a journey level intelligence analyst for the person/property crimes unit. This position will work either a 5/8 or 4/10 schedule. Limited standby periods are required for this position. This is not a telework eligible position.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:

  • Analytical Thinking/Problem Solving: Uses a logical, systematic, and sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Criminal Intelligence: Uses the intelligence cycle to convert raw information into intelligence to assist with criminal investigations.
  • Integrity/Honesty: Behaves in an honest, fair, and ethical manner. Shows consistency in words and actions. Models high standards of ethics.
  • Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.

Equivalent to those typically gained by:
Education or training in social science, behavioral science, criminal justice, criminology, statistics, or a closely related field.
AND/OR
Professional experience in researching computerized applications to gather, compile, and analyze data, working with criminal intelligence information, compiling data to support investigations, or identifying and reporting trends based on research. Examples of qualifying experience includes but is not limited to work such as a Criminal Intelligence Analyst 1 with the State of Alaska or its equivalent with another employer.
Special Note:
Successful applicants must pass an extensive background investigation, which includes criminal records checks for convictions of felony or misdemeanor crimes, as a prerequisite to employment.
Positions require the incumbent to maintain an appropriate level of federal security clearance pertinent to the established classification and need to know of intelligence, applications, information systems, and databases accessed in performing primary responsibilities. Continued employment is contingent upon obtaining these clearances within 12 months of initial hire and throughout employment.
“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.
“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.

BACKGROUND CHECK
This position requires the successful candidate to maintain and/or obtain a national security clearance of SECRET. Due to the sensitive nature of this position, and required access to APSIN, an applicant with criminal convictions will not move forward in the selection process.
