State Department is Hiring a Legal Assistant 2 (NY HELPS) - Vacancy ID# 154580 Near Albany, NY

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Either 1: a bachelor's degree (or higher) in a paralegal/legal assistant program from a regionally accredited college or university, or college or university accredited by the Accrediting Council for Independent Colleges and Schools (ACICS) or one approved by the American Bar Association (ABA); AND one year of subsequent full-time experience as a Paralegal/Legal Assistant (see “definition" below);
Or 2: an associate degree (or higher) in a paralegal/legal assistant program OR a certificate in a paralegal/legal assistant program where either the degree or certificate was granted from a regionally accredited college or university accredited by the Accrediting Council for Independent Colleges and Schools (ACICS) or one approved by the American Bar Association (ABA) AND two years of subsequent full-time experience as a Paralegal/Legal Assistant.
Non-qualifying degrees: non-qualifying degrees include but are not limited to degrees in Criminal Justice, Legal Studies, Liberal Arts, Political Science, Business Administration and Business Management.
Non-qualifying experience: non-qualifying experience includes but is not limited to experience which is limited solely to general clerical or secretarial duties performed in a law office.
Competitive Minimum Qualifications:
One year of permanent, contingent permanent or 55-b/c service as a Legal Assistant 2, or in a title in a SG-15 or higher and eligible for transfer under Civil Service Law.
55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are: One year of permanent, contingent permanent or 55-b/c service as a Legal Assistant 2, or in a title in a SG-15 or higher and eligible for transfer under Civil Service Law.

Duties Description
The Legal Assistant duties under supervision of an attorney in Committee on Open Government will include but are not limited to the following:
  • Assist with open government litigation tracking and case law summaries.
  • Assist with review of FOIL (Freedom of Information Law) and OML advisory opinions for consistency and significance.
  • Conduct telephone and online data collection and research to assist with the preparation of the Committee’s annual report.
  • Assist with the research necessary for the preparation of open government laws advisory opinions.
