Planate Management Group is Hiring a Cost Estimator (Guam) Near Portland, OR

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

The Cost Estimator will be responsible for cost estimation and the actual spending analysis of the project within Andersen Air Force Base,Guam.

This position is contingent to the award of the contract.

 Key responsibilities:

  • Provide cost analysis/evaluation of site or existing facility
  • Perform feasibility / constructability reviews
  • Review contractor proposals and identify project cost exposures
  • Provide recommendations for most cost-effective solutions
  • Review Value Engineering proposals and cost data for major equipment (long lead items)
  • Establish costing procedures for change orders
  • Review proposals for adherence to bid documents
  • Analyze credibility, qualifications, exceptions
  • Perform cash flow projections
  • Provide progress payment schedule and approval assistance
  • Perform cost analysis and reporting
  • Perform inspection and verification
  • Perform claims review, analysis, and provide recommendations
  • Performs other responsibilities associated with this position as may be appropriate.

 Qualifications to be successful in the role:

  • A graduate of an accredited college or university with at least an associate degree in Engineering Technology or Construction Management and
  • Minimum 5 years of construction cost estimating experience
  • Cost Estimating experience shall include two (2) years of experience with projects in Guam
  • Cost Estimating experience shall be for projects of varying complexity and must include NAVFAC Marianas projects having construction cost in the range of $15M or greater
  • Knowledgeable in Government estimating procedures and local market conditions
  • Proficiency in Cost Works or other cost estimating software, Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat Professional
  • Ability to analyze the construction contractor’s prepared cost loaded network analysis schedule (NAS)
  • Experience and familiarity with Federal building projects design codes (UFGS) and construction techniques
  • Ability to communicate in English effectively orally and in writing
  • Completed 30 hrs. OSHA Construction training and 40-hours NAVFAC Hazard Awareness Course
  • Construction Quality Management (CQM) is essential
  • Must be US citizen or hold permanent residency in Guam
  • Required valid driver’s license.
