Standing Rock Sioux Tribe is Hiring a Brownsfield Tribal Response Program Coordinat Near Fort Yates, ND

SCOPE OF WORK:
Under minimal supervision, the coordinator will perform professional environmental program management work in order to implement the brownsfield tribal response program assessment and management program on the Standing Rock Indian Reservation, and to make recommendations regarding the maintenance and improvement of environmental quality, especially, unregulated or abandoned solid and hazardous waste sites/structures.
SUPERVISION: Will be under the direct supervision of the Environmental Specialist.
DUTES AND RESPONSIBILITES:
  • Will ensure protection of the Tribe’s Natural resources by completing the necessary work plan/tasks, specifically, the survey of the reservation for unauthorized or abandoned sites and structures which may contain solid and hazardous materials which my have the potential to contaminate the natural resources of the tribe and poses serious health threats to the residents of the Standing Rock Indian Reservation.
  • Oversees the Brownsfields program and ensures that documentation requirements are met including quality assurance/quality control approvals; grant reporting requirement; development of standard operating procedures; assessment documentation and provide all required reports to the tribal environmental quality commission (EQC), tribal economics committee, tribal council and region 8 EPA office as required.
  • Will conduct inspections and analysis of potential brownsfield sites, structures, and/or pollution sources and problems through such methods as literature and document review, field inspections, investigations, sample collections, observations and personal interviews.
  • Designs and plans monitoring and abatement plans for brownsfield sites in compliance with federal EPA brownsfield statutory language.
  • Maintains budgets and ensures that work tasks are completed according to budgeted amounts by negotiating with contractors and estimates costs needed to complete objectives outlined in work plans and budget.
  • Will make decisions in the field inspections or investigations, quickly and without consultation with the supervisor in every functional area, which includes Personal Risk Assessment; Human Health Risk, Environmental Risk; sampling and evidence needs; compliance with Tribal and federal statues, codes, regulations, rules, permits and authorizations; design of temporary or emergency corrective action; water or waste water treatment performance and the practical viability of corrective actions.
  • Must be able to work cooperatively and communicate effectively with the general public; local; tribal; city; state and federal governments.
  • Will be responsible for ensuring that all documents for the work plans/tasks are completed.
  • Will be required to incorporate new regulations and codes into the Tribal Code of Justice, as decisions dictate.
  • Will be required to work independently to conduct thorough inspections that may identify individuals of multiple violations of the law and regulations governing the tribes natural resources and that these violations be referred to the appropriate local, tribal or federal agencies.
  • Will be required to attend all necessary trainings and workshops related to the NEPA, Waste Management; Emergency response, basic environmental inspector training; hazardous waste training; hazwoper training and grants writing workshops.
Will provide the necessary oversight and enforcement authority or other mechanisms and resources to ensure that a response action will protect the human and health environment in accordance with applicable tribal and federal laws and regulations.
QUALIFICATIONS:
  • Two-year degree in Environmental Science is preferred or equivalent experience in field assessments and investigation techniques.
  • Will perform work independently using initiative and discretion according to work plans negotiated with the Region 8 EPA office.
  • Must have the ability to work cooperatively and effectively with the general public, the regulated community(s) and local, tribal and federal agencies
  • Will be required to write effectively, master budget requirements and submit proposals for funding.
  • Knowledge of computer spreadsheets, word processing, bookkeeping, and general office management
  • Will be required to acquire knowledge of provisions of relevant laws and regulations, especially those of USEPA; US Fish & Wildlife; Natural Resource Conservation Service (NRCS); B.I.A. & Indian Health Service.
  • Knowledge of G.I.S. & G.P.S. Instruments.
  • Must have a valid drivers license.
  • Knowledge of Tribal Policies & Procedures.
  • Must be certifiable to obtain Federal Inspector Credentials.
