IT Project Manager - PMP (Government Case Management System Implementation) (Hybrid, Harrisburg, PA)

We are currently recruiting a PMP-certified IT Project Manager for our client, a Commonwealth PA entity. The focus of this role is to project manage the implementation of a comprehensive, highly configurable case and document management solution that will provide a public-facing portal for citizens with appropriate credentials to submit complaints and information, accessibility via mobile devices for internal and external users, automated configurable workflows based on defined business rules, document/template generation, case management tracking of case activities/expiration dates, filings due with corresponding alerts/notifications, robust routine, and ad hoc reporting capabilities.

This contract position is long-term with funding approved until 12/31/2024. Further extensions are likely, and funding is approved every 12 months, 37.5 hours per week role. This position is hybrid mostly remote with onsite visits as needed supporting our client's offices located in Harrisburg PA. The candidate should reside within a reasonable commute to the offices in Harrisburg, PA.

This is a W-2 role as a Stage 4 Solutions employee. Health benefits and 401K are offered.

RESPONSIBILITIES:

  • Oversee the legal case management system implementation and change management initiatives for legal offices and provide any other generalized or specific observation relevant to this project. The system will leverage Microsoft Dynamics 365 and the Power Platform to support its operational needs.

  • Scheduling work, distinguishing between effective and ineffective procedures interpreting and implementing instructions by management, explaining, or demonstrating work techniques, and sharing appropriate information as needed to ensure work is completed in a timely manner.

  • Prepares reports and makes oral presentations as needed.

  • Document current process and ways to improve it via future solicitation of the new legal case management system SaaS

  • Attend briefings to understand user needs and business requirements for a complete understanding of current system and business processes and gather information on future needs.

  • Meet with staff to understand the business and programmatic processes. Capture each step of the business process workflows, reporting, and analysis for each client. Works with employees and business process owners to understand all process steps.

  • Leads in identifying business requirements for a new legal case management system and manages the process of selecting a new service. Develops evaluation criteria for the SaaS proposals by various vendors. Identifies possible software companies, schedules software demonstrations, and reviews available services.

  • Implementation of new SaaS legal case management system:

  • Works with internal and external stakeholders, including client's senior leadership, and the selected SaaS vendor to implement software, including developing and conducting end-user training, and troubleshooting internal issues

  • Develops policies and procedures related to SaaS solution; creates online user guides and desk manuals, FAQs, and standard operating procedures. Responsible for the ongoing creation of process documentation for use by all system users to include setup for any customized configurations within the system at each site.

  • Develops a communication strategy for affected employees, training, and ongoing support under the new software. Provides updated training manuals, and develops and conduct trainings when needed.

  • Evaluate post implementation- Conduct evaluation of new legal case management system for improvements and continue to monitor and troubleshoot issues as they occur.

REQUIREMENTS:

  • 7 years of experience in project management techniques from pre to post-implementation of new software.

  • Experience managing a case/document management system implementation project desired.

  • Experience in developing analysis models to inform business decision experience.

  • Experience in developing a PowerPoint presentation of report findings, conclusions, and recommendations.

  • Experience with government solicitation processes

  • Project Management Professional Certification is required

Compensation: $55-$59 (depending on experience)
