IT Project Portfolio Manager (ServiceNow, Kanban, Waterfall) (Hybrid, Harrisburg, PA)

We are looking for an IT Project Portfolio Manager for our client, a Commonwealth of PA entity. The focus of this role is to consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data and analyze problems to advise and make recommendations on business and technical solutions.

This is a 40-hour/week, long term project with current funding approved until 6/30/3024 with 12-month extensions. This position is hybrid 4 days remote and 1 day on-site per week. The candidates MUST reside within 1-hour of Harrisburg area.

This is a W-2 role as a Stage 4 Solutions employee. Health benefits and 401K are offered.

Responsibilities:

• Apply system integration and technology experience to consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems.
• Provide mentoring and guidance to executive-level stakeholders based on industry standards related to specific discipline or field of specialization. Advise client on alternate methods of solving need or problem, or recommends specific solution.
• Conducts detailed audits and analysis to identify obstacles and suggest recommended solutions.
• Conduct study or survey on need or problem to obtain data required for solution.
• Analyze data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services.

Requirements:

• 10 years of experience working as a Project Manager/Portfolio Manager for technology projects
• Experience working as a Project Portfolio Manager or Project Manager at government organizations in projects related to technology and system integration
• Experience with system integration projects
• Proven experience in data analysis and reporting
• Proficient experience with ServiceNow platform
• Strong experience in project management methodologies (PMBOK), preferably Waterfall or Kanban.
• PMI's CAPM or PMP certification preferred
• Experience with Microsoft Office tools including Excel and PowerPoint
