ST Public Branding is Hiring a Program Manager-Enterprise Quality Management Near Seattle, WA

Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under direction from the Enterprise Quality Management (EQM) Deputy Director, this position leads development of a sustainable agency-wide EQM Program Strategy program focused on ensuring a safe, reliable system for our passengers while adhering to established agency technical requirements and standards.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Lead EQM Key Performance Indicator (KPI) development with agency knowledge/data management teams through analytical analysis, problem-solving, collaboration, automation, and operational effectiveness evaluation.
  • Analyze existing processes and tools utilized to find opportunities for process automation, conversions to e-Manuals/e-Guides, and other tools and options to improve effective work.
  • Demonstrate intermediate/advanced quantitative skills in Excel/VBA, Tableau/Power BI, and comfort with basic coding skills.
  • Develop, procure, and manage consultant contracts that may be needed to aid in the delivery of the EQM programmatic work.
  • Develop, implement, and manage EQM Communications Plan inclusive of EQM education, outreach, onboarding, and training through development of tools (e.g., infographics, e-guides, e-manuals, etc.) in collaboration with Quality and other agency stakeholders.
  • Provide support and guidance for EQM requirements implementation agency wide.
  • Oversee EQM Records Management.
  • Collaborate with staff around the agency; able to respond tactfully, clearly, concisely, and respectfully while leading change through strategic advocacy.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Public Administration, Business Administration, Project Management, Science or Engineering, or closely related field; Five years of experience in performing project management/implementation, research, analysis, and/or administration for planning, public policy, transportation, or construction; Or an equivalent combination of education and experience. 

Required Knowledge and Skills:

  • Ability to identify, analyze, and address a wide variety of issues and problems in a mature and highly professional manner in a high-intensity environment.
  • Highly motivated with demonstrated ability to take initiative and to think and plan strategically.
  • Clear and effective verbal and written communication; ability to distill complex, technical information into communications, report summaries, presentations, and talking points for a variety of audiences.
  • Strong relationship management and interpersonal skills, especially working with a variety of people; able to establish and maintain effective working relationships while working independently or as a part of a team.
  • Excellent organizational and time management skills with adaptability to meet changing demands and competing priorities with attention to detail and follow-through on all tasks.
  • Working knowledge in the fundamentals of capital project delivery in a public domain and be equipped to function well in a “trailblazing” environment and make progress in ambiguous territory.
  • Ability to coordinate with multiple stakeholders and facilitate cooperation. This includes tracking details, collaborating with diverse staff, facilitating meetings, writing/reviewing documents, communicating clearly, exercising independent judgment, taking initiative, and making informed decisions.

Preferred Knowledge and Skills:

  • Knowledge of transit/transportation project management experience in the public sector or government agency.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office and field environment.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
