St. Louis Housing Authority is Hiring a Staff Attorney Near St. Louis, MO

POSITION SUMMARY

This is an exempt position requiring legal and administrative work of considerable difficulty, pertaining to all legal matters involving the Authority. Such matters may include litigation, compliance with HUD rules and regulations as well as other federal, state and local laws, landlord and tenant issues, risk management, real estate transactions, contracts and procurement, and employment.
MINIMUM QUALIFICATIONS:

  • J.D. from an accredited law school and be licensed to practice law in the State of Missouri.
  • Two years experience in litigation, transactions, real estate or employment law.
  • Familiarity with local, state, and federal laws impacting federally assisted housing.
  • Excellent legal research and writing skills, and ability to execute a written analysis of facts and applicable law and policies.
  • Ability to maintain confidential information, work independently, and meet deadlines.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the direction and supervision of the General Counsel, the Staff Attorney will provide legal support to the Authority's divisions, including:

1. Coordinating the Authority's loss control activities and managing information-gathering processes to facilitate the efficient administration of legal disputes and claims;
2. Performing periodic reviews of Authority departments to ensure compliance with regulatory and contract requirements and make recommendations for resolution;
3. Advising Authority staff on laws and regulations applicable to Authority operations;
4. Representing the Authority in court or administrative proceedings in matters relating to ordinance violations, collection, or eviction matters;
5. Preparing RFPs, RFQs, professional service agreements, and other contracts in compliance with standard operating procedures, procurement policies, local, state, and federal laws;
6. Overseeing the process of awarding contracts, including evaluating proposals or bids, and preparing recommendations for award to the Contracting Officer.
SALARY RANGE: $65,000 - $91,433
