Job Summary/Scope
Enforces City Dangerous Building Ordinances of commercial and residential structures. Coordinates with building codes and zoning ordinances. Ensures compliance with city regulations. Manages Dangerous Building cases and conducts Dangerous Building Hearings. Manages demolition orders, repair orders and all other dangerous building issues. Some budgetary responsibilities.
Essential Duties and Responsibilities
Inspects structures in an assigned district and notifies owner of property maintenance violations. Identifies dangerous building violations by conducting field surveys and responding to complaints.
Inspects occupied housing units for International Property Maintenance Code violations. Tags housing units unfit for human occupancy for structural issues, fire damage or other life-threatening issues. Reinspects tagged structures for compliance.
Issues summonses and administrative penalties for violations of the Dangerous Building Code. Issues search warrants for abatements and inspections of non-compliant property owners. Testifies in court as necessary. Collection of evidence.
Research real estate records to locate owners of property where violations occur. Research GIS, social media sites, and other internet search engines to locate property owners.
Documents Dangerous Building violations and submits abatement procedures for unsecured structures that have been placed on work order.
Directs work crews to abate unresolved violations.
Invoices property owners for demolition projects.
Interacts with public on issues of property maintenance. Educate the public to achieve future compliance through personal contact.
Demolishes City owned structures for Community Development along with writing up Request for Proposals and Bid specs for contractors to make repairs or stabilize. Submits invoice and make payment to contractor through CDBG or Riverboat funds.
Documents and updates computer records related to Dangerous Building issues.
Maintains current knowledge of construction methods and structural engineering principals.
Responds to after-hour incidents which require evaluation of possible dangerous building conditions.
Operates a city vehicle and coordinates all regular and incidental maintenance and repairs of said vehicle.
Performs minor securing of potentially dangerous properties and buildings.
Coordinates and oversees City crews in the abatement of securing's and repair s.
Trains and supervises other employees, temporary employees, and interns.
Coordinates and oversees office and storage organization.
Assists other departments with the structural evaluations, securing's and demolitions.
Coordinates and oversees asbestos inspections and sample taking for demolition projects and other city departments.
Inspections of retaining walls due to structural issues.
Performs emergency securing and demolitions.
Performs pre-bid meeting with contractors for securing abatements and demolition projects.
Other Duties and Responsibilities
Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
Knowledge of city streets, city codes and regulations or demonstrate the ability to learn and enforce these regulatory requirements within the first six months of employment.
Ability to issue summonses and testify in court.
Skills in effective oral and written communications, planning, organizing and directing the work of others.
Ability to research information and derive logical conclusions.
Skills in problem solving and facilitating reasonable corrective action to property maintenance violations.
Ability to relate professionally and courteously with fellow employees; a positive attitude is essential.
Valid Class "E" driver’s License required.
Skills in the operation of passenger vehicles, truck and trailer combinations and other equipment used in the maintenance of property.
One to three years prior experience in a related field.
Material and Equipment Directly Used
Use of a range of office machines, including calculators, computers, printers, telephone and/or other peripherals; radio hand unit, camera measuring wheel, pick up truck, van, mower, brush cutter, chain saw, hand and power tools. Operates a City provided vehicle. There may be times when use of personal vehicle may be required.
Working Environment/Physical Requirements
Work mainly performed in outdoor environment with extreme weather conditions. Some work performed in an office with a controlled environment. Work in environments that are potentially hazardous. Work involves walking, climbing, bending and stooping. Occasionally lift more than 25 pounds and assist in lifting objects weighing in excess of 100 pounds; foot dexterity, good vision and must be able to stand for long periods. Some overnight or day travel may be required for business purposes.
Education
High School diploma or equivalent required. Associate’s degree in a related field preferred.
Passing of a drug screening required prior to appointment.
