Position Title: Real Estate Project Manager

Reports To: Owner/ Real Estate Developer

Salary grade: Negotiable

Position Summary: The Real Estate Development Project Manager will independently manage real estate development of a real estate community in Waynesboro, Georgia. Candidate must live in or relocate to 30 mile radius of Waynesboro, Georgia.

Essential Duties and Responsibilities:

  • Prepare and manage leads and feasibility assessments, neighborhood asset mapping, conceptual and master planning for real estate development and neighborhood revitalization.
  • Coordinate and collaborate with Real Estate Departments including Planning & Development, Investments and Capital Markets, Construction and Project Management, and Asset Management, as well as Agency Divisions including Contracts & Procurement, Human Development Services, External Affairs, Marketing & Communications, Legal and Compliance to develop preliminary development plans for internal and external review and presentation.
  • Prepare and review financial underwriting scenarios for mixed-use mixed-income affordable housing deals with complex cash flow waterfall models with multiple general and limited partners with unique preferred returns and promotes.
  • Interface directly with co-development partners and vendors to define project requirements. Prepare scope of work, project delivery resource requirements, cost estimate & budget, critical path schedule & milestones, quality control, and risk identification.
  • Prepare and draft memorandums, documents, presentations and applications, for regulatory review and approval to the US Department of Housing and Urban Development, Georgia Department of Community Affairs, and other local, state, and federal agencies.
  • Identify, procure and direct activities of vendors and consultants necessary to support development activities related to public entitlement, due diligence, feasibility, permits, acquisition, construction and closing requirements; perform bid analysis, task management, draw request and contract management.
  • Manage the activities of the project implementation team and coordinate activities cross functionally throughout the Real Estate Division agency.
  • Monitor and maintain the progress of each project’s critical milestones, and subsequent phasing critical path milestone against goals, objectives, approved budgets, approved timelines including but not limited to, planning and feasibility, underwriting, preconstruction activities, financial closing, acquisition and/or disposition, and construction through asset management. Reports status and variances.
  • Create action plans to meet objectives, budget and critical path schedule. Maintain project documentation governance aligned with agency standards. Ensure project data integrity and documentation is accurate, timely and coordinated.
  • Monitor schedules, issues and risk management plans and monitor serious deviations or variations that may compromise project results and prepare reports/meeting minutes to keep the agency and project resources informed. Assess project performance against original project plan.

Knowledge and Skill Requirements:

  • Requires high energy level, capable of multi-tasking in all facets of complex projects in conjunction with normal activities, working on problems of complex scope; under general supervision. Must be able to function in an environment of multiple and shifting priorities. Relies on experience and judgment to plan and accomplish assigned task and goals; uses a broad range of creativity.   • Must provide team leadership for project activities in cross functional environment.
  • Requires ability to attend stakeholder meetings, some after during weekdays and on weekends, including but not limited to, neighborhood planning unit meetings, neighborhood association meetings, city council meetings, employment associations, professional associations and conferences, etc.
  • Occasionally requires long hours after in order to meet internal and external deadlines.
  • Environment. Must demonstrate excellent verbal and written communication skills, in addition to possessing strong interpersonal skills. Must be able to interface with all levels of company employees and project stakeholders in a cross-functional environment. Must demonstrate judgment, tact and diplomacy in dealing with internal and external customers.

Education and Experience:

  • Bachelor's degree in Real Estate Development, Construction Management, Architecture, Urban Planning, Real Estate Finance, or a related field with related experience or equivalent combination of education and/or experience required.
  • Must be proficient in Microsoft Excel with the ability to create financial underwriting models for affordable housing tax credit applications and complex cash flow waterfalls with preferred returns and promotes for multiple general and limited partners.
  • Must be proficient in Microsoft Project and/or Smart sheet with extensive Gantt chart experience.
  • Must be proficient in Argus Developer, Argus Enterprise is a plus.
  • Must have experience in Jagger, Procore, Yardi, Oracle, or similar project management software.
  • Project Management Professional (PMP) certification is a plus.
  • Requires four to six years of hands on real estate development experience with demonstrated experience in successful project management.
  • Construction License preferred.

Working Conditions: Works in a fast-paced office environment requiring work multi-tasking with required participation in off-site meetings and property site visits. May require bending, and prolonged sitting and/or standing. May be required to attend occasional construction site visits and/or out of office appearances. Must be able to attend evening and weekend meetings for stakeholders and community residents occasionally. Must have a valid State of Georgia driver's license.

Pay: $75,000.00 - $90,000.00 per year
