Job Summary

NOTES SPECIFIC TO THIS RECRUITMENT:


This position is for a Project Coordinator with the Development Services Division of Public Works. This position works under the direct supervision of a Project Engineer in the review of road and drainage design, lot subdivisions, and construction certification for privately funded development throughout the County. Responsibilities include the review of road plans and drainage reports in conformance with published county, state and federal design standards for safe pedestrian and vehicle movement and adequate drainage and treatment of stormwater runoff for developed and redeveloped sites. This position also conducts quality control of constructed facilities by ensuring the completeness of inspection reports certified by private engineering firms and material testing labs and conducting site visits on behalf of the County Engineer to ensure accuracy of record drawings. Additional responsibilities include responding to questions from developers, engineers, other agencies and the public as they pertain to applications or permits for private development. The following items in bold are the job functions most relevant to this position.
This position performs professional work employing considerable project management skills to manage multiple high-priority projects within the Public Works Department. Work may be focused on a specific project phase, or may span all project phases from inception through completion. The position allocated to this class is responsible for the effective planning and management of high-priority projects. Work is performed with considerable independence under the general direction of the Utilities Director, the County Engineer, or a designee. Supervision may be a function of positions under this classification.

Examples of Duties

  • Plans and implements multi-faceted projects and programs that typically involve coordination and considerable interaction with County staff, governmental and community agencies, community groups, the general public, etc.
  • Follows defined project management methodology to achieve positive results.
  • Facilitates the definition of project scope, goals and deliverables.
  • Writes project specifications.
  • Defines project tasks and resource requirements.
  • Develops full scale project plans.
  • Implements and manages project changes and interventions to achieve project goals.
  • Assembles, reviews and maintains all pertinent documentation.
  • Estimates and manages project budget and resource allocation.
  • Prepares detailed cost estimates as needed.
  • Plans and schedules project timelines.
  • Tracks project deliverables using appropriate tools.
  • Provides direction and support to project team.
  • Assists in training others on project management skills.
  • Evaluates project for adherence to quality assurance plans.
  • Monitors and reports on progress of the project to all stakeholders.
  • Identifies, tracks, manages and mitigates risk.
  • Escalates issues when necessary to ensure minimal impact to quality, budget, and timeline.
  • Maintains project compliance in each aspect of project.
  • Performs other related duties as required/assigned.
Environmental Services - Landfill
  • Plans, assigns, schedules, reviews and evaluates the work of others and provides advice and assistance on work improvements.
  • Researches legal documents, codes, and regulations.
  • Conducts analysis of trends and patterns in volumes and types of waste.
  • Assists with budget development and monitoring, financial analysis in support of operational decision making, administration of contracts, interlocal agreements, and solid waste rate model updates.
  • Assists in development and implementation of equitable funding strategies for landfill projects.
  • Gives presentations to Solid Waste Advisory Committee, Board of County Commissioners and other stakeholders.
ES - Water Quality
  • Assists with contract management, coordinating with third party sampling contractors, approving invoices for payment, attending meetings, coordinating with other entities for various purposes (e.g. access to properties for sampling), and report writing.
Public Works – General
  • Plans and implements road design, road maintenance, safety programs, and construction management, as assigned.
  • Conducts a variety of engineering analyses including roadway design, project construction administration, traffic safety and operational analyses.
  • Assists in the review of commercial and subdivision development projects.
  • Reviews and analyzes commercial site and residential development road and drainage plans for compliance with County standards.
  • Meets with and educates developers and consulting engineers on County road standards.
  • Directs the schedule, scope and budget with internal and external customers.
  • Assists in the management of consultant services, supply and work project contracts.
  • Organizes and writes transportation grants.
  • Gathers data, analyzes and reviews traffic impacts, checks for consistency with the County Road Standards, other local, state and federal plans, regulations and laws, and applies data to projects.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in Environmental Sciences, Engineering, Planning, Natural Resources, Public Administration or a closely related field.
  • Four (4) years of professional experience managing public works projects, or an equivalent combination of education and experience.
  • Project Management Professional (PMP) is desirable.
  • Possession of a valid Washington Driver's License at time of hire and for the duration of employment.

SPOKANE COUNTY
Employee Benefits Summary

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.

PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Dental Insurance
Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
