Job Description:

Job Summary:

The Director of Facilities, Procurement and Community Engagement plays a crucial role in managing, maintaining, and improving the physical infrastructures to ensure a safe, functional, and compliant environment at all of Spectrum Health Centers. This position involves overseeing facilities, procurement, and relationship engagement in adherence to federal regulations and guidelines specific to Federally Qualified Health Centers.

The Director of Facilities, Procurement and Community Engagement leads and coordinates all activities related to facilities management, procurement processes, business partnerships and community relationships. This role involves strategic planning, operational oversight, security management, property management oversight, ensuring efficient procurement practices to meet the organization’s needs and actively engaging with business and members of the community to build relationships and enhance collaboration. This position requires a strategic mindset, strong leadership abilities and a focus on achieving operational excellence.

The Director of Facilities, Procurement and Community Engagement will lead efforts to improve quality outcomes and health center operations in a way that contributes to an enhanced experience for patients, employees, business partners and visitors. The position is responsible for the implementation of all operational policies and procedures, supporting the delivery of care and its integration into the strategic plan, which supports the organization’s quality

Essential Functions:

Facilities Management

  • Develop and execute strategies for maintaining and optimizing facilities, including office spaces, equipment, and infrastructure.
  • Oversee facility maintenance repairs, and renovations to ensure a safe functional and well-maintained working environment.
  • Manage facility budgets, assess needs, and implement cost effective solutions for facility related operations.
  • Oversee day-to-day operations ensuring cleanliness, safety and compliance with federal health and safety regulations.

Procurement Management

  • Develop procurement strategies aligned with the organization’s goals, ensuring cost effective and quality standards.
  • Lead procurement processes for goods and services, including negotiating contracts, selecting vendors, and managing supplier relationships.
  • Collaborate with various departments to understand their procurement needs and streamline the purchasing process.

Vendor Management

  • Identify and evaluate potential vendors, establish partnerships, and negotiate contracts to ensure competitive pricing and quality services.
  • Monitor vendor performance, adherence to contracts and compliance with service-level agreements.
  • Resolve any issues or conflicts that arise with vendors and suppliers.

Compliance and Risk Management

  • Ensure compliance with relevant regulations, policies and procedures related to facilities and procurement practices.
  • Mitigate risks associated with facilities management and procurement activities by implementing appropriate measures and protocols.
  • Ensure that facilities meet all regulatory requirements established by federal agencies such as the Health Resources and Services Administration (HRSA), Occupational Safety and Health Administration (OSHA) and other relevant agencies.
  • Maintain accurate records and documentation for facility inspections, licenses and certifications for all health centers and properties.
  • Develop and implement emergency preparedness plans and protocols to address potential risks or crises within the facility, ensuring the safety of patients, employees, Fand visitors.

Business Partnerships and Community Engagement

  • Develop and execute plans to engage with the local community, building partnerships and collaborations that align with the organization’s mission and values.
  • Represent the organization in community events, meetings, and forums to foster positive relationships and promote community involvement.
  • Leads efforts to promote community ownership and goodwill towards Spectrum.
  • Maintains awareness of current community issues and attempts to involve the health center in activities that attract the community to the center.
  • Coordinates and Implements health center fair/event participation as requested.
  • Identify opportunities for collaboration, sponsorships and partnerships that align with the FQHC’s missions and benefit the community’s health.

Project Management

  • Develop and implement project management strategies that align with the organization’s objectives, ensuring projects contribute to the overall business goals.
  • Oversee project initiation, including project plans, timelines, and budgets.
  • Monitor project progress, ensuring adherence to schedules, budgets and quality standards are achieved.
  • Manage project resources effectively, including staffing and budgeting to optimize project outcomes.
  • Facilitate regular communication with key stakeholders, providing timely project updates and addressing concerns or inquiries to ensure alignment with project goals.
  • Conduct post-project evaluations to identify areas of improvement and incorporate lessons learned into future projects.

Administrative Functions

  • Monitors and ensures operational performance goals are maintained.
  • Develops, reviews and updates policies, procedures, process improvement, training, and evaluation that help support operational performance.
  • Ensure adherence to policies, procedures, and standards regarding quality improvement and OSHA.
  • Lead efforts to enhance electronic inventory management system, management of stock, and delivery methods.
  • Special projects as assigned.
  • Participates in and assists with arranging training for staff, including but not limited to, team huddles, communication, care management, motivational interviewing, health literacy and pre-visit planning.
  • Track and approve operational expenses within budget guidelines.
  • Collaborate with the COO and other management to develop program and organizational goals and budgets!
  • Supports 340B management program.
  • Administrative tasks as assigned.

Supervision and Training

  • Coordinates team meetings with the COO
  • Completes subordinates’ performance evaluations in a timely manner.
  • Participates in the processes of staff recruitment, hiring, and training.
  • Collaborates with leaders of companywide enterprise training initiatives.
