Short Description

The Fair Lending Manager will support Enterprise Risk Management Department in the management, development, maintenance, and governance of the Fair Lending Program. They will ensure that SCCU remains compliant with all laws, regulations, and guidance. They will develop, recommend, and deploy policies, procedures, and tools required to effectively manage and oversee Fair Lending across the three lines of defense. They will partner with business units to identify and correct potential Fair Lending risk issues and ensure that employees are appropriately trained to comply with Fair Lending requirements.

Responsibilities:

  • Serve as SCCU’s Fair Lending Officer and subject matter expert in Fair Lending laws and regulations.
  • Manage Fair Lending compliance efforts throughout SCCU and ensure that the Fair Lending and HMDA Programs are risk-based and appropriate for the size and complexity of the Credit Union.
  • Manage the HMDA compliance oversight of the business data collection and submission, data analysis, and first line quality control monitoring, ensuring SCCU remains compliant and maintains accurate reporting.
  • Work collaboratively with Leadership to identify and manage Fair Lending risk across the Credit Union.
  • Act as liaison between business units, Enterprise Risk Management Department, and legal counsel in the management of Fair Lending.
  • Partner with business units to conduct periodic risk assessments; evaluating the level and direction of the Fair Lending risk across the enterprise.
  • Analyze the Credit Union’s Fair Lending Program performance. Monitor and test Program elements for evidence of Redlining, Steering, Discrimination, and Unfair, Deceptive, or Abusive Acts or Practices.
  • Assist in reporting the level and direction of Fair Lending and HMDA Programs, associated risks, and communicate emerging trends and issues to Leadership and the Board of Directors.
  • Oversee the Fair Lending training program Enterprise-wide including the Board of Directors. Partner with the Training Department to assign and track the completion of Fair Lending training, developing, and delivering customized training as needed.
  • Assist in the coordination of audit and regulatory examinations.
  • Develop and maintain written policies/procedures needed for the compliance team’s role within the Fair Lending and HMDA Programs.
  • Manage SCCU’s Fair Lending analysis and monitoring system/tools. Preferred experience with specialized software and analytic tools such as Trupoint/Ncontracts. Administer and oversee Fair Lending and HMDA statistical reviews and understand results.
  • Manage and support direct reports to effectively meet the compliance responsibilities and support throughout the Credit Union.
  • Promote clear interpretation and adherence to fair lending laws, regulations, and guidance specifically related to Equal Credit Opportunity Act (Regulation B), Fair Housing Act, Home Mortgage Disclosure Act (Regulation C), Unfair, Deceptive, and Abusive Acts or Practices (UDAAP), and Small Business Lending Data Collection Reporting (1071).
  • Significant experience performing Fair Lending risk assessments, comparative file reviews, redlining analysis, and other monitoring activities.
  • Ability to effectively present information, challenge analysis result and respond to questions from management, regulators and auditors.
  • Ability to define problems, collect data, establish facts, analyze statistical data and draw valid conclusions.

Requirements:

  • 8-10 years’ of experience with financial institution consumer compliance experience required.
  • Experience with interpreting fair lending laws and regulations and regulatory/examination processes required.

Education and Training:

  • Bachelor’s degree in business, finance, or related field or a combination of training, education, and experience is required.
  • NCCO, CUCE, CRCM, FLE or equivalent credit union or banking compliance certification is required.

Schedule:

  • Full Time during department hours of operation.
  • Monday - Friday 8:00am – 5:00pm.
  • Flex Scheduling and Work From Home (up to 3 days a week) Hybrid options available.
