Overview Systems Planning and Analysis, Inc. (SPA) is a well-established and progressive defense contracting company in the DC Metro area. New Division of SPA which assists the Government in developing leading edge technologies to enhance deterrence and counter WMD in support of CCMDs and transition technologies and capabilities to services and SOCOM. SPA provides expertise across the full range of nuclear deterrence, chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counterforce, and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations. Responsibilities The PM oversees all aspects of contract execution, and applies strategic forward-thinking daily with senior DTRA and Interagency leaders for all topics in nuclear deterrence, stockpile, security, surety, mission assurance, nuclear and CBRNE training and education, and personnel. Performs all functional duties of the PM to include reporting, personnel management, quality control, policy, education, and planning and exercise oversight, and senior level advice and assistance. Oversees the efforts of all A&AS Staff and responsible for integration, training, and greening of the A&AS staff. This Performance Requirement includes: * Developing and implementing NE short and long term goals * Strategic planning of NE initiatives and the coordination of these efforts * Advising and assisting in the development of NE vision, goals, priorities and objectives * Assisting in identifying key issues and potential areas and opportunities where NE can
provide assistance, support, and/or providing recommendations to assist with
internal/external customers' requirements/programs * Overseeing daily management of the task order to include manpower, budget, travel, etc. * Providing administrative and staff support, as required Qualifications Required Qualifications: * Program Manager with over 10 years of demonstrated program or project management experience. * MA/MS degree or 15 years of demonstrated experience and a BA/BS. * Demonstrated performance in high-visibility or mission critical aspects of the nuclear enterprise performing all functional duties of a PM to include reporting, personnel management, quality control, policy, education, and planning and exercise oversight, and senior level advice and assistance. * Demonstrated experience in implementing agency short and long term goals, performing strategic planning of nuclear initiatives and the coordination of these efforts. * Demonstrated experience providing advice and assistance in the development of nuclear enterprise vision, goals, priorities and objectives. * Has assisted in identifying key issues and potential areas and opportunities where the organization can improve or change. * An active Top Secret security clearance is required with the ability to maintain throughout duration of employment.
